Job summary

Helen Ross McNabb Center is seeking a Procurement Manager to lead the procurement department and oversee capital construction and facility maintenance projects. You will manage scope, budgeting, vendor solicitation, and contract negotiation, ensuring timely, on-budget delivery and full regulatory compliance.

The role supervises the Procurement Specialist, expands vendor relationships, and ensures adherence to procurement policies.

Qualifications

Responsibilities

  • Own and manage full project lifecycle for construction and facility maintenance projects with minimal supervision.
  • Meet with requesting departments to define scope, budget, and timeline; develop an independent project plan.
  • Ensure all deliverables meet expectations; ensure complete and accurate final project documentation.
  • Expand vendor database; provide cost savings across the Center.
  • Prepare and issue solicitations, RFPs, and bid packages for new or expiring contracts.
  • Evaluate program and facility needs to develop procurement workflows that support timelines.
  • Maintain Procurement Policies and Procedures in compliance with applicable regulations.
  • Develop bidders list; track women- and minority-owned businesses.
  • Manage multiple concurrent capital construction and facility maintenance projects with distinct timelines and budgets.
  • Conduct market and product/vendor research to support sourcing decisions.
  • Prepare RFIs/RFPs and evaluate quotes for construction, maintenance, and related contracts.
  • Review change orders, track contract price increases, and review amendments and pay requests for conformance to terms.
  • Supervise the Procurement Specialist; ensure policy adherence and monitor vendor relations.
  • Assist with daily ordering when needed; support audit inquiries as needed.
  • Work across departments to promote customer service, project delivery, and department relations.
  • Complete documentation accurately and maintain confidentiality of sensitive material.
  • Adhere to the Center's Code of Conduct and ethical standards.

The Procurement Manager
Job Summary
  • The Procurement Manager independently leads the procurement department for the Center, operating with a high degree of autonomy and sound professional judgment.
  • This role owns from initial scope, budgeting, vendor solicitation, and contract negotiation- ensuring every project is delivered on time, within budget, and in full compliance with federal and state procurement regulations.
  • The Procurement Manager is expected to manage a portfolio of concurrent capital and facility projects.
  • The role also includes supervising the Procurement Specialist and overseeing day-to-day operations of the Procurement Division.
JOB DUTIES/RESPONSIBILITIES

1. Independently own and manage the full project lifecycle for construction and facility maintenance projects with minimal supervision.

  • Meet with requesting departments to define project scope, budget, and timeline, and develop an independent project plan and schedule.
  • Ensure all deliverables meet requesting departments' expectations and that final project documentation is complete and accurate.

2. Continue expanding the Center's vendor database to support ongoing operations and provide cost savings across the Center.

  • Prepare and issue solicitations, RFPs, and bid packages for new or expiring contracts.
  • Evaluate program and facility needs to develop procurement workflows that support project timelines.
  • Maintain Procurement Policies and Procedures in compliance with OMB 2 CFR 200.
  • Develop a current bidders list, including tracking of women- and minority-owned businesses.

3. Independently manage multiple concurrent capital construction and facility maintenance projects, each with distinct timelines, and budgets.

4. Conduct market research and product/vendor research to support sourcing decisions.

5. Formulate and prepare requests for proposals, and independently obtain and evaluate quotes for construction, maintenance, and related purchases and contracts.

6. Review negotiated change orders, track percentage of contract price increases, and review amendments, task authorizations, and pay requests for conformance to contract terms, fees, and renewals.

7. Supervise the Procurement Specialist.

  • Ensure policies and procedures are followed for all purchases and contracts.
  • Monitor vendor and contractor relations.
  • Distribute work and assign special projects as needed, including project-based assignments tied to construction and facility initiatives.

8. Assist Procurement Specialist with daily ordering when needed.

9. Assist with audit inquiries related to procurement and capital project activity as needed.

10. Work independently and cooperatively across departments, programs, and vendors to promote the highest standard of customer service, project delivery, and department relations.

11. Complete all required project and procurement documentation accurately and on time, while maintaining strict confidentiality of sensitive material.

12. Adhere to all elements of the Center's Code of Conduct, acting ethically in both fact and appearance.

COMPENSATION:
  • Starting salary for this position is approximately $60,232 /yr based on relevant experience and education.
QUALIFICATIONS - Procurement Manager
Experience:
  • Minimum of two years of full-time experience managing capital construction projects and/or facility maintenance projects from initiation through closeout preferred.
  • Demonstrated ability to independently plan, schedule, and manage multiple concurrent projects to completion with minimal oversight, while strictly adhering to procurement guidelines, budgets, and deadlines.
  • Strong project management skills are essential to this role.
Education / Knowledge
  • Bachelor's degree preferred, ideally in construction management, business administration, or a related field.
  • Working knowledge of construction/capital project procurement and facility maintenance operations is strongly preferred.
Physical:
  • Hearing of normal and soft tones.
  • Close eye work. Lifting up to 30 lbs.
  • Sitting at a desk for long periods of time. Standing, walking, bending, stooping, and reaching.
  • Ability to travel independently to active construction and facility sites to conduct inspections and progress reviews.
