Procurement Manager

Houston, TX, US

3 days ago Requisition ID: 1024

Seeking an experienced Procurement Manager to lead strategic sourcing and supplier management for our production chemicals portfolio across North America. This role owns key raw material categories end to end — from market analysis and supplier selection through negotiation, contracting and ongoing performance management. To be successful, the Sourcing/Procurement Manager pairs deep commercial judgment with disciplined execution and strong cross-functional partnership.

Our supply base spans global and domestic manufacturers, distributors, toll blenders and logistics providers supporting oilfield production chemical operations. The ideal candidate is comfortable with commodity volatility, builds trusted supplier relationships while holding firm on cost and quality, and translates spend data into clear recommendations for leadership. This role also serves as the cross-trained backup to the Supply Chain Manager, NAL, and helps lead the procurement team day to day.

Job Responsibilities
  • Develop and execute category strategies for assigned production chemical raw materials (e.g., surfactants, amines, solvents, biocides, scale and corrosion inhibitor intermediates), including market analysis, supply risk assessment and cost-reduction roadmaps.
  • Lead competitive sourcing events (RFI/RFQ/RFP), supplier qualification and award recommendations in partnership with R&D, Quality, Operations and Commercial teams.
  • Negotiate pricing, supply agreements, payment terms, index-based pricing mechanisms and contract renewals to deliver measurable savings and supply security.
  • Manage supplier performance through scorecards, business reviews and corrective actions covering quality, on-time delivery, cost and responsiveness.
  • Identify and develop alternate and second-source suppliers to reduce single-source exposure and support business continuity.
  • Partner with Demand Planning and Operations to align purchasing with forecasts, inventory targets and slow-moving inventory reduction.
  • Analyze spend data to surface trends, savings opportunities and risks, and prepare reporting for weekly procurement reviews and leadership updates.
  • Ensure compliance with purchasing policies, contract terms, and regulatory requirements (e.g., SDS/CoA documentation, TSCA, EPA registrations where applicable).
  • Coach and support procurement team members and serve as cross-trained backup to the Supply Chain Manager, NAL.
  • Support supply chain projects, process improvements and tool adoption as needed.
Qualifications
Required
  • Bachelor's degree in Chemical Engineering, Chemistry, Supply Chain Management, Business Administration, or related field
  • 7+ years of progressive procurement, strategic sourcing or category management experience, including 3+ years in chemicals, oil and gas, or another process industry
  • Demonstrated success negotiating supply agreements and delivering documented cost savings
  • Working knowledge of chemical raw material markets, pricing indices and supply chain dynamics
  • Experience managing supplier performance and resolving quality or delivery issues
  • Strong analytical skills, with the ability to turn spend and market data into clear recommendations
  • Proficiency with SAP and Microsoft Excel
  • Strong communication and influencing skills across internal stakeholders and suppliers
  • Proven ability to manage multiple priorities in a fast-paced environment
  • High level of integrity, discretion and confidentiality
Preferred
  • Direct experience sourcing production chemicals (surfactants, amines, solvents, biocides, inhibitors)
  • MBA or advanced degree
  • CPSM, CSCP, or equivalent certification
  • Professional proficiency in Spanish and/or Portuguese
  • Experience building dashboards, spend analytics or AI-enabled procurement tools
  • Experience coaching or leading procurement team members
