Qualifications

• U.S. citizenship is required.
• Active Secret Clearance.
• 10-15+ years of diversified procurement experience on large global projects.
• Active DoD Secret clearance with ability to obtain Top Secret with SCI access.
• More than ten years of procurement analysis experience.
• Proficiency in electronic procurement and analytical software.
• In-depth business management, supply chain, and strategic sourcing knowledge.
• Advanced analytical skills.
• Exceptional negotiation skills.
• Excellent interpersonal and communication skills.
• MS Office tools including Outlook, PowerPoint, Excel, Visio.
• Experience with JIRA Assets database or similar software.
• The ability to lift 40 pounds unassisted, navigate a pallet truck, and rent/drive a 16-foot box truck.
• Top Secret with SCI Access eligibility (desired).
• Experience with CostPoint for PR/PO tracking (desired).
• Familiarity with Enterprise Infrastructure components (desired).
• 4-year degree in Business Administration or Supply Chain Management (or related field).

Responsibilities

• Determining supply needs and researching potential vendors and suppliers.
• Acting as a liaison and communicating pricing and performance needs to internal teams, vendors, and suppliers.
• Sourcing suppliers or working with Parsons corporate procurement to source them.
• Documenting features and benefits of products and services.
• Preparing Rough Order Magnitude materials lists and costs for budgeting purposes.
• Preparing Bills of Materials and tracking the quote from order through receipt.
• Preparing cost-benefit analysis reports for review by Program Management.
• Negotiating favorable procurement contracts with selected vendors and suppliers.
• Documenting processes and generating monthly supply cost reports.
• Monitoring the company's demand for products to avoid supply shortages.
• Keeping abreast of vendor and supplier-related activities in the industry.
• Inventorying, auditing, and preparing incoming equipment requests.
• Inputting procurement information into a configuration management system and maintaining JIRA Assets Database.
• Reviewing supplier and internal procurement performance using captured data and metrics.
• Acting as a courier for government supplies and internal mailers.
• Ensuring hardware/software licenses, entitlements, and support remain current.
• Ensuring ODC budgets and procurement requirements are forecasted and tracked.
• Completing daily logistics tasks in Deltek Costpoint, including material receipt, delivery, and invoicing.
• Managing and mentoring junior Procurement and Logistics Specialists.
