Qualifications

• Knowledge of public procurement principles and local purchasing laws.
• Experience with bid processes (IFBs, RFPs, RFQs, CSPs) and vendor management.
• Ability to interpret statutes, policies, and contracts with precision.
• Strong communication and organizational capabilities.
• Proficiency with procurement software and MS Office applications.

Responsibilities

• Assist the Purchasing Agent in daily management and operation of the Purchasing Department.
• Supervise staff, provide guidance, training, and oversight for compliance.
• Administer procurement activities per Texas Local Government Code and county policies.
• Review and approve requisitions, POs, contracts, and documents for accuracy.
• Develop and administer IFBs, RFPs, RFQs, CSPs and other procurement methods.
• Prepare, negotiate, and administer contracts and amendments with oversight.
• Develop bid specifications and provide procurement guidance during solicitations.
• Administer construction procurement activities and related evaluations.
• Oversee fixed assets, surplus property, fleet acquisition, and vehicle registration.
• Research statutes and best practices to support improvements.
• Maintain policies, procedures, workflows, and documentation; improve efficiency.
• Prepare reports, correspondence, and recommendations for management and Commissioners Court.
• Foster collaboration with departments, vendors, and agencies.
