OSFM is recruiting for one (1) Procurement & Contract Specialist (Procurement & Contract Specialist 2). As the Procurement & Contract Specialist, you will be independently responsible for procurements from solicitation through contract execution; develop, negotiate, and enter into complex and legally binding contracts and agreements; research, locate, collect, assemble, analyze, create, edit, evaluate, interpret and summarize information and data for administrative actions according to policy and procedures (e.g., research potential suppliers, monitor statewide contracts, research and validate invoices and supplier information).

This is a full-time, permanent position and is represented by the American Federation of State, County, and Municipal Employees (AFSCME) union.
This position is based at our office in Salem, Oregon. During the initial 6-month trial service period, the expectation for this position is to be in the office full time. Upon successful completion of trial service, the successful candidate may be eligible for hybrid-remote work options depending on business needs.
The salary listed is the non-PERS qualifying salary range. When the successful candidate is PERS qualifying, the salary range will reflect the additional 6.95%.

Minimum Qualifications:
Four years’ procurement and contract experience related to the position. Two of the four years must have been at the professional level such as developing and administering standard contracts, agreements, or solicitations; OR
A bachelor’s degree and one year of professional-level procurement and contract experience related to the position; OR
Any combination of experience and education equivalent to four years of procurement and contract experience related to the position.
Special Qualifications:
The successful candidate must obtain and maintain a current Oregon Public Basic Certification (OPBC) and a membership with the Oregon Public Purchasing Organization within one (1) year of employment.
Requires a valid driver’s license with an acceptable driving record or an alternate mode of transportation.
Desired Attributes:
Extensive experience researching and applying appropriate state and federal laws, rules, policies, and procedures for procurements, contracts, and/or grants.
Excellent communication skills, both verbal and in writing, within a diverse group of people, including the ability to provide technical information in a clear, effective, and professional manner.
The ability to work effectively both independently and as part of a team, including successfully gaining consensus from stakeholders and partners.
Experience procuring items for natural disasters or emergency services.
Currently hold Oregon Procurement Basic, Intermediate, or Advanced Certifications.
Preference will be given to candidates who currently hold Oregon Procurement Basic, Intermediate, or Advanced Certifications.
