Position Overview

The incumbent(s) will be assigned responsibility for one or more units of the Contract Management Bureau, including potentially supervision and training of administrative and/or clerical staff.

Duties

Duties may include, but are not limited to:

  1. Selection of professional firms to provide the Department with consulting engineering services.
  2. Negotiating the cost aspects of engineering services contracts.
  3. Acquisition of non-engineering professional services.
  4. Oversight of civil rights activities related to consultant contracts.
  5. Acquisition of construction contracts.
  6. Reviewing and processing required insurance.
  7. Processing of local and miscellaneous agreements.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Minimum Qualifications

The minimum qualifications required for this vacancy are as follows:

  1. Contract Management Specialist Trainee 1: A bachelor’s or higher degree.
  2. Contract Management Specialist Trainee 2: A bachelor’s or higher degree AND one year of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
  3. A Juris Doctor, master’s or higher degree in a related field can substitute for one year of specialized experience.
  4. Contract Management Specialist 1: A bachelor’s or higher degree AND two years of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.

If chosen, you may, at the agency's discretion, be appointed to a higher level. You must inform the agency of any additional qualifications at your interview.

Preferred Qualifications

It is preferred that applicants be proficient in Microsoft Excel.
