Job summary

The Norfolk Airport Authority is seeking a highly motivated Procurement Assistant Manager to oversee procurement operations in compliance with VPPA and applicable laws. You will plan, direct, and coordinate all procurement activities including purchasing goods and services, vendor management, contract administration, and strategic sourcing.

Qualifications

• Bachelor's degree in a related field is preferred.
• At least 3 years in public procurement with supervisory experience.
• Experience with eVA or similar government procurement platforms.
• Strong contract drafting and negotiation skills.
• Knowledge of VPPA and public sector procurement practices.
• Excellent written and verbal communication.

Responsibilities

• Develop procurement strategies aligned with VPPA and the Authority's goals.
• Manage full lifecycle: requisitions, solicitations (RFPs/IFBs), contracts and vendor performance.
• Supervise procurement staff and coordinate training and professional development.
• Provide guidance to internal departments on procurement best practices and compliance.
• Collaborate with accounting and general counsel on solicitation and contract drafting.
• Create reports and templates to ensure VPPA compliance and efficiency.
• Ensure the Authority leverages cooperative procurement opportunities.
