Job summary

Virginia Passenger Rail Authority (VPRA) seeks a Buyer to handle day‑to‑day purchasing for construction, architecture/engineering, consulting services, and small goods, with strong knowledge of public procurement requirements and FAR. This full‑time role may be based in Alexandria or Richmond, VA, with a 15% geographical pay differential for Northern Virginia applicants.

Qualifications

• Minimum of four (4) years of relevant procurement experience with knowledge of public procurement law and methods.
• Familiarity with all stages of procurement from scope to contracts.
• Knowledge of VPPA and FAR.

Responsibilities

• Ensure purchases are performed accurately and timely per VPRA policies and law.
• Manage requisitions and confer with departments on requirements, specifications, quantity, quality, and delivery.
• Identify and cultivate sources, promote participation from small and diverse businesses (SWaM).
• Oversee all procurement stages, ensuring compliance, timeliness, and strategic sourcing.
• Develop, negotiate, and manage strategic vendor agreements for cost savings and compliance.
• Oversee contract compliance by managing change orders and terms.
• Identify procurement methods aligned with VPRA requirements and regulations.
• Support issues resolution and serve as escalation point to mitigate risk.
• Prepare final project records for closeout and reporting; support spend analysis.
• Provide guidance and training on procurement best practices.
