Job summary

Leoforce is seeking a Process Safety Manager in McArthur, OH to lead the strategic development and implementation of OSHA PSM systems and EPA RMP compliance. The role drives a safety-first culture across operators, engineers, and leadership, providing mentorship and technical guidance.

You will oversee PSM, RMP, PHAs, OSC compliant procedures, and training, ensuring risk mitigation and reliable plant performance in a manufacturing setting.

Qualifications

• Minimum 4+ years of experience in process safety or high-hazard industries.
• Strong knowledge of OSHA 1910.119 PSM and EPA RMP requirements.
• Experience leading PHAs using methodologies such as HAZOP, What-If, FMEA or LO/PA.
• Expertise in root cause analysis and incident investigations.
• Familiarity with reliability, asset integrity and mechanical integrity programs.
• Ability to interpret P&IDs and process flow diagrams.
• Proficiency with process safety software tools.

Responsibilities

• Collaborate with plant leadership to align safety with operational goals.
• Own and maintain the plant's PSM program per OSHA 29 CFR 1910.119.
• Own EPA RMP program and maintain compliance.
• Coordinate with company and consultants to deliver PSM and RMP materials.
• Conduct PHAs (HAZOP/What-If/FMEA/LOPA) and lead risk analyses.
• Ensure timely completion of Management of Change processes.
• Oversee mechanical integrity programs for critical equipment.
• Lead incident investigations and root-cause analyses.
• Maintain/update operating procedures and training compliance.
• Interface with regulators and ensure audit readiness.
• Perform other duties as assigned.

Position Summary

The Process Safety Manager will be responsible for leading the strategic development, implementation, and continuous improvement of OSHA PSM (process safety management) systems at the plant. This leadership role ensures full compliance with OSHA Process Safety Management (PSM) standards while proactively managing operational risks. This role will also encompass the EPA RMP compliance program, maintaining documentation per regulations. The manager will serve as a key driver of a safety-first culture, promoting reliability and professional growth across a diverse workforce that includes entry-level operators, engineers, and plant leadership. Additionally, this role will provide mentorship and technical guidance to engineering and operations teams to support safe and efficient plant performance.

Key Responsibilities and Duties

• Collaborate with plant leadership to align safety initiatives with operational goals.


• Own and maintain the plant's PSM program in accordance with OSHA 29 CFR 1910.119.for safe operation and compliance of the facility.


• Own EPA RMP program and maintain compliance


• Work with company and consultants to deliver on PSM and RMP materials required


• Conduct and lead Process Hazard Analyses (PHAs), including HAZOP and What-If studies.


• Ensure timely completion of Management of Change (MOC) processes.


• Oversee mechanical integrity programs for critical equipment.


• Lead incident investigations and root cause analyses for process-related events.


• Maintain and update operating procedures and ensure employee training compliance.


• Interface with regulatory agencies and ensure audit readiness.


• Other duties as assigned.

Education

• Bachelor's degree in chemical engineering, Mechanical Engineering, or related engineering field preferred

Skills, Knowledge, and Abilities

• Minimum 4+ years of experience in process safety, chemical manufacturing, or high-hazard industries.


• Strong working knowledge of OSHA 1910.119 Process Safety Management (PSM) standards and EPA Risk Management Program (RMP).


• Proven experience leading Process Hazard Analyses (PHA) using methodologies like HAZOP, What-If, FMEA, or LOPA.


• Demonstrated success in developing and implementing process safety systems and risk mitigation strategies.


• Expertise in root cause analysis, incident investigation, and corrective action planning.


• Familiarity with reliability engineering principles, asset integrity, and mechanical integrity programs.


• Ability to interpret P&IDs, process flow diagrams, and control systems.


• Proficiency in process safety software tools
