HOURS OF WORK: 8:30 AM to 5:00 PM or as required (7.5HR/ DAY)

SALARY RANGE: $134,390 to $167,988

MTA Construction & Development (C&D) is responsible for the planning, development, and execution of all capital construction projects across the MTA region. Through centralized oversight and management of the MTA’s $64 billion Capital Program, C&D ensures the efficient delivery of critical infrastructure projects that support the region’s vast transportation network. Telework

This position is eligible for telework, which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Summary

The Principal Technical Specialist within MTA C&D Systems is considered a project management and project controls technical expert and a current leader in the industry. Works within clearly defined policies, principles, and specific objectives in consultation with departmental management. Provides policy and procedural recommendations with final approval from the Senior Management. One of the focus areas for this role in Systems is change controls and management related to project and contractual changes.

Responsibilities

Develops and oversees the research, development, design, and/or delivery of projects for MTA C&D.

Provides technical expertise and leadership to resolve highly complex project controls technical issues with the potential for significant impacts on capital projects.

Addresses complex systems integration and interfaces.

Responsible for Project and Contractual Change Controls and Change Management.

Provides resource balancing for project needs and optimizes time amongst team members.

Supervises and schedules training of junior employees to increase their technical expertise.

Manages all phases of in-house technical work, changes, claims, risks, etc., including setting work priorities and resource management.

Provides in-house estimates for work effort and fees on consultant/contractor projects.

Reviews proposals and scopes of work submitted by consultants and contractors, monitors work, and recommends consultant payments to project leadership.

Education and Experience

Bachelor of Science degree in an appropriate technical discipline or an equivalent subject.

Master's preferred.

Various fields may include, but are not limited to, Computer Science, Information Systems/Technology, Computer, Communications, Electrical, Electronics, Signals, or Systems Engineering/Technology.

Must have a minimum of fourteen (14) years of related experience.

Must have a minimum of eight (8) years in a management or supervisory role and/or project manager role in a large, multi-faceted organization and/or with highly complex systems.

Competencies:

Demonstrated experience in large-scale technical issues for significant construction projects or projects with highly complex systems is preferred.

Demonstrated experience leading and managing designers, contractors, subcontractors, and/or vendors.

PMP or relevant technical certifications are desirable.

NYS Licensed Professional Engineer a plus.

Demonstrated knowledge of applicable industry codes and standards.

Excellent communication and interpersonal skills.

Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal organizational levels.

Demonstrated ability to work in a high-profile, high-pressure environment effectively.

Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement.

Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.

Must possess excellent team-building, listening, problem-solving, and prioritization skills.

Alternate Delivery experience preferred.

Proficiency in current industry software and Microsoft Office is required.

An attitude and commitment to actively participating in our employee culture are necessary.

Able to multitask and be flexible/adapt to rapidly changing project requirements/timelines.

Ability to work independently with minimal oversight.

Final salary is determined by experience, skill set, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
