Job summary

Northrop Grumman Mission Systems in Sunnyvale, CA seeks a Principal Procurement Specialist to manage subcontracting activities for maritime and land systems. The role reports to the Marine Systems Business Unit and is onsite in Sunnyvale, CA, with coordination across contracts, engineering, and quality teams.

The position requires a Bachelor's degree with 5+ years of procurement or a Master’s with 3+ years, and experience with FAR/DFARS and government contracting. SAP experience is preferred.

  • Negotiate and coordinate subcontracts changes
  • Coordinate subcontract funding, invoice processing, and program reviews with stakeholders
  • Identify strategies to reduce cost and manage risk through negotiations
  • Manage subcontracts, ensure compliance with laws and company policies
  • Utilize Lean Six Sigma with suppliers to drive quality and efficiency

Northrop Grumman Mission Systems has an opening for a Principal Procurement Specialist to join our team of qualified and diverse individuals in Sunnyvale, California. This exciting role supports the Maritime/Land Systems & Sensors division, which supports the Submarine Industrial Base and performing on Northrop Grumman’s existing programs and platforms while also exploring exciting and new opportunities to shape Northrop Grumman’s portfolio of the future. The position reports to the Procurement Manager for the Marine Systems Business Unit with sites in Sunnyvale, CA and Philadelphia, PA. This position is fast-paced, with high expectations and significantly diverse assignments. This role will be full-time onsite at our Sunnyvale, CA facility.

Responsibilities Include
  • Develop subcontract specifications, work statements, and terms and conditions for the procurement of services, specialized materials, and/or equipment
  • Prepares bid packages, conducts bidders conferences, analyzes and evaluates proposals, performs price/cost, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts
  • Ensures that appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded
  • Negotiates and coordinates additions, deletions, or modifications to subcontracts
  • Participates with program functional areas to coordinate subcontract funding, invoice processing and program reviews.
  • Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program and end-users
  • In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules
  • Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations
  • Manages performance of subcontracts, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.
  • Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement
  • Manages and develops strategic/key suppliers. Reviews and approves supplier payments
Basic Qualifications
  • Bachelor’s degree and a minimum of 5 years of procurement and/or supply chain experience or a Master's degree and minimum of 3 years of procurement and/or supply chain experience; or 9 years of procurement and/our supply chain experience maybe considered in lieu of a degree
  • Experience with procurement policies, procedures, and regulations
  • Experience with FAR/DFARS and associated Federal Contracting regulations
Preferred Qualifications
  • Experience with SAP procurement systems

Primary Level Salary Range: $85,600.00 - $128,400.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
