Job summary

Northrop Grumman in California is hiring a Sr. Principal Procurement Analyst to lead complex supplier evaluations, pre/post-award subcontract activities, and strategic sourcing. You will draft SOWs, manage NDAs and long-term purchasing agreements, and ensure FAR/DFAR compliance while driving cost savings.

Hybrid work arrangement across listed CA sites with travel up to 10%. Strong government purchasing experience and ERP system proficiency are required.

Qualifications

• Bachelor’s degree plus 8 years of relevant experience in supply chain, purchasing, subcontracts, or contracts.
• Must have government purchasing/subcontracting experience.
• Experience with MRP systems (SAP, Costpoint, Oracle)

Responsibilities

• Conduct supplier evaluations and performance monitoring to ensure quality and reliability.
• Manage all pre-award and post-award subcontract activities, including onboarding suppliers, drafting RFPs and RFQs, analyzing bids and negotiations, and finalizing subcontracts meeting FAR/DFAR requirements.
• Coordinate with contracts, engineering, quality, planning, operations, programs, end-users to finalize SOWs, manage supplier performance, and draft NDAs and LTPAs.
• Ensure compliance with public laws, company policies, import/export regulations, and flow-down clauses while upholding procurement integrity.
• Refine processes to improve efficiency, reduce costs, mitigate risks, and drive program success, with strategies to optimize cost savings and reduce supplier-related risks.

This position will in one of the following locations:

• San Diego, CA
• Commerce, CA
• Oxnard, CA
• Goleta, CA

Requires up to 10% travel. Hybrid position at the above California sites. This is not a virtual/teleworking position. Relocation assistance will not be provided.

Key Responsibilities

• Conduct supplier evaluations and performance monitoring to ensure quality and reliability.
• Manage all pre-award and post-award subcontract activities, including but not limited to onboarding suppliers, drafting RFPs and RFQs, analyzing bids and conducting negotiations, completing compliant purchase order/subcontract packages meeting FAR/DFAR requirements, managing subcontract performance, and closing out subcontracts.
• Coordinate and collaborate with key internal stakeholders such as contracts, engineering, quality, planning, operations, programs, end-users, and others to finalize Statements of Work (SOWs), manage supplier performance, and draft various agreements like Non-Disclosure Agreements (NDAs) and Long-Term Purchasing Agreements (LTPAs).
• Ensure strict compliance with public laws, company policies, import/export regulations, flow-down clauses while upholding high standards of procurement integrity and ethical business practices.
• Continuously refine processes to improve efficiency, reduce costs, mitigate risks, and drive program success, while implementing strategies to optimize cost savings and reduce supplier-related risks.

Basic Qualifications

• Bachelor’s degree and 8 years of relevant experience in supply chain, purchasing, subcontracts, or contracts. Or in lieu of a degree, 12 years of relevant experience in supply chain, purchasing, subcontracts, or contracts.
• Must have government purchasing/subcontracting experience
• Experience in an MRP system, SAP, Costpoint, or Oracle

Primary Level Salary Range: $106,800.00 - $160,200.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

• Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
• Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.
• Employees in Vice President or Director positions may be eligible for Long Term Incentives.
• In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
