Qualifications

  • Bachelor’s degree with 8+ years of experience in Subcontracts/Procurement/Contracts management, or a Master’s with 6+ years.
  • At least 3 years of team leadership or supervisory experience.
  • Experience with FAR and DFARS compliance and regulations.
  • U.S. Citizenship is required for all positions with government contracts.

Responsibilities

  • Lead the subcontract lifecycle from initiation to award and execution.
  • Coordinate with contracts, engineering, quality, and planning teams.
  • Prepare bid packages, evaluate proposals, and negotiate subcontracts.
  • Monitor supplier quality, cost, and delivery performance weekly.
  • Identify cost reductions and risk management opportunities.
  • Ensure compliance with public laws and company policies across programs.

Northrop Grumman Mission Systems (NGMS) is looking for you to join our Marine Systems team as Manager, Subcontracts Administration 2. This role is being offered as preferred onsite in Sunnyvale, CA but will consider hybrid/remote in CA, OR, NV or WA (pacific time zone).

Essential Functions of the team:
  • All phases of the Subcontract from initiation of the business case formakeor buy decisions, market research, single/sole source determinations, request for proposals, commercial item determinations, source selection decision, proposal evaluations, negotiation strategy, awarding subcontracts, and execution of technical, cost and performance requirements.
  • Coordinates and collaborates with key partners such as contracts, engineering, quality, supplier development, planning, operations, program and end-users.
  • Manages preparation of bid packages, supports bidders’ conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.
  • In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules.
  • Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.
  • Manages performance of the portfolio, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.
  • Employs sound business practices and assesses supplier performance as part of follow-up activities.
  • Manages and develops strategic/key suppliers.
  • The ideal candidate will have excellent communication skills, be self-motivated and collaborate well in a team environment across all levels. This position isfast-paced, with high expectations and significantly diverse assignments.

Basic Qualifications:
  • Bachelor’s Degree with a minimum of 8 years’ experiencein any of the following: Subcontracts Management, Procurement, Program Management, Contracts Management Or related experience or a master’s degree with a minimum of 6 years’ experience in any of the following: Subcontracts Management, Procurement, Program Management, Contracts Management Or related experience
  • 3+ years of team lead and/or direct management/supervisory of people
  • Experience with FAR and DFARS
  • Experience with SAP or any other ERMP systems and MS Office experience US Citizenship
Preferred Qualifications :
  • Master’s degree in Business, Supply Chain or MBA
  • Experience managing Subcontract Programs and/or a Subcontracts Team of 5+ people in support of major defense programs
  • Solid understanding of the Systems, Applications and Processes (SAP) procurement system, Supplier Scorecards and performance management, NG Principles and Operating Practices, and metric analysis
  • Negotiating skills with contractin excess of$100 million
  • Change Management experience

Primary Level Salary Range: $133,200.00 - $219,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
