Job summary

Northrop Grumman Aeronautics Systems in Palmdale, CA seeks a Principal Program Cost and Schedule Control Analyst (level 3) to join as an on-site contributor. The role focuses on Earned Value Management, budget baselines, cost performance reporting, and EVMS processes across multiple programs.

A Secret clearance is required or in process, with relocation possible.

Qualifications

  • Bachelor's degree with 5 years of experience in Business Management, Accounting, Financial Analysis, and/or industry related field OR Master's degree with 3 years of experience in Business Management, Accounting, Financial Analysis, and/or industry related field.
  • Must have an active Government Secret clearance or higher.
  • Must have the ability to obtain and maintain Program Access within a reasonable period, as determined by the company to meet its business needs.
  • Must have experience in Earned Value Management.
  • Proficient in Microsoft Office (Excel and PowerPoint).

Responsibilities

  • Establish and maintain Work Breakdown Structure for budgeted cost of work scheduled.
  • Assess and maintain objective performance criteria and estimates to complete.
  • Support government cost performance reports and variance analysis.
  • Develop and analyze estimates to complete and cost baselines.
  • Prepare and review IPMDAR and other visibility reporting requirements.

Northrop Grumman Aeronautics Systems (NGAS) has an opening for a Principal Program Cost and Schedule Control Analyst (level 3) to join our team of qualified, diverse individuals. This position will be located on-site in Palmdale, CA. Note: Due to the classified nature of the work being performed, this position does not offer any virtual or telecommute working options. This is an individual contributor role that can be filled at either level.

Earned Value Management (EVM) Tasks Include

Help train and execute tasks like; establishment of Work Breakdown Structure for execution of budgeted cost of work scheduled, assessment and maintenance of objective performance criteria, maintenance and justifications of estimates to complete, and support to internal and external reporting requirements for variance analysis. As well as, budget baseline, funding analysis, cost risk analysis/assessment and visibility reports, preparation of government cost performance reports and preparation and/or review of performance measurement variance analysis as well as development and analysis of estimates to complete.

Responsibilities May Include, But Are Not Limited To
  • Ability to use financial systems, to learn basic understanding of EVMS principles and hands on cost performance reporting/analysis skills.
  • Develop and implement solutions of moderate scope and complexity.
  • Analyze variances/trends and develop new methods and process techniques; Work under very general supervision while completing numerous assignments per schedule and elevating potential issues to ensure proper management focus.
  • Exert some influence on peers and internal customers; good interpersonal skills while representing the group on special projects outside of own group.

This Senior Program Control Analyst duties could include leading a team to; support the development of budget baselines and maintain cost/schedule integration; support preparation of budgets and ETC/EAC; perform and/or assist in financial performance analyses and visibility reporting; assist in the preparation and submittal of monthly CDRLs such as IPMDAR; support variance analysis reports; facilitate and support program monthly rhythm process, incorporate baseline changes into EVM system while utilizing Deltek Cobra, SAP S4, MS Excel/Powerpoint.

Basic Qualifications For Level 3
  • Bachelor's degree with 5 years of experience in Business Management, Accounting, Financial Analysis, and/or industry related field OR Master's degree with 3 years of experience in Business Management, Accounting, Financial Analysis, and/or industry related field.
  • Must have an active Government Secret clearance or higher (with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation).
  • Must have the ability to obtain and maintain Program Access within a reasonable period, as determined by the company to meet its business needs.
  • Must have experience in Earned Value Management.
  • Proficient in Microsoft Office (Excel and PowerPoint).
Preferred Qualifications
  • Financial forecasting experience with EVMS or government cost reporting.

Primary Level Salary Range: $81,400.00 - $122,000.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
