Job summary

Northrop Grumman seeks a Program Cost and Schedule Control Analyst (Level 2) to support EVMS and cost management in Palmdale, San Diego, or El Segundo on-site. The role requires strong EVMS, financial reporting, and schedule control skills to guide IPTs and CAMs.

Responsibilities include budgeting, variance analysis, and performance reviews to provide timely, compliant cost and schedule data for programs and customers.

Qualifications

  • Bachelor's degree with 2 years of related experience OR Master's degree.
  • Active Government Secret clearance or higher (or in CE).
  • Ability to obtain/maintain Program Access per business needs.

Responsibilities

  • Develop and review material EACs.
  • Ensure alignment with major subs and IWOs PO's.
  • Assist CAMs for EVMS activities: WBS alignment, time phasing, EVMS methodologies, monthly performance, estimate to complete, variance analysis.
  • Support monthly cost and schedule reviews, identify pressures and recovery plans.
  • Prepare budgets/schedules and perform analyses like funding profiles and variance analysis.
  • Analyze material data and coordinate reviews with CAMs.
  • Support IPTs and Cost Management Managers.
  • Support audits and program/customer/supplier reviews.

Northrop Grumman Aeronautics Systems (NGAS) is seeking a Program Cost and Schedule Control Analyst (Level 2) in our Palmdale, CA, San Diego, CA, or El Segundo, CA facilities to support the Material Cost Management organization. This position will work on-site daily.

Responsibilities May Include, But Are Not Limited To

This position will provide assistance and guidance to support the implementation of Earned Value Management System (EVMS) to Integrated Product Teams (IPTs) and Control Account Managers (CAMs), while ensuring compliance to DOD EVMS guidelines. This is a fast paced high energy environment that requires a self-motivated employee to join the team. The ideal candidate will possess the following traits and abilities: thorough understanding and experience in use of EVMS and financial reporting as a hands-on expert for financial systems and analysis; understand and communicate unique problems and recommend potential business/process solutions; plan/schedule own activities to accomplish objectives with work reviewed upon completion for adequacy; exert influence on peers, internal customers, and others to support organizational goals while prioritizing activities to effectively complete them; leadership/team skills in completing interactive assignments, lead small teams and clearly communicate thoughts and objectives.

Essential Functions
  • Develop and review material EACs
  • Ensure alignment with purchase orders for Major Subs and IWOs
  • Assist CAMs for EVMS activities including: WBS alignment, time phasing of the purchases, developing and documenting earned value methodologies, monthly performance measurement, estimate to complete analysis and updates, and variance analysis research and reporting
  • Support monthly cost and schedule reviews, identify pressures and opportunities, and develop recovery plans as required
  • Prepare budgets and schedules for contract work and perform and/or assists in financial analyses such as funding profiles, sales outlook, and variance analysis
  • Conduct analysis on material data and set up meetings with control account managers to review data
  • Provide support to Integrated Product Teams and Cost Management Managers
  • Support audits and reviews requested by programs, customers, and Suppliers
Basic Qualifications
  • Bachelor's degree with 2 years of experience in business administration, finance, accounting, financial analysis, supply chain, logistics and/or industry related field OR Master's degree.
  • Must have an active Government Secret clearance or higher (with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation).
  • Must have the ability to obtain and maintain Program Access within a reasonable period, as determined by the company to meet its business needs.
Preferred Qualifications
  • Must have a demonstrated working knowledge of EVMS with ERP subcontract experience.
  • Must be Proficient in Microsoft Office, including Excel and PowerPoint.
  • Must have experience using Business Systems such as SAP, and/or Cobra, etc.
  • Financial forecasting and/or material accounting experience.
  • Experience with Grouping, Pegging, and Distribution (GPD).

Primary Level Salary Range: $75,800.00 - $113,800.00 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
