Job summary

Mission Support and Test Services (MSTS) is seeking a Senior Procurement Compliance Specialist in North Las Vegas to establish and maintain an effective compliance review process across procurement actions. You will coordinate with Legal and DOE/NNSA stakeholders, lead continuous improvement efforts, and ensure adherence to FAR/DEAR requirements while supervising post-award activities.

• Bachelor’s degree in related field or equivalent training and experience with at least 8 years relevant, progressively responsible experience.
• Government procurement and subcontracting experience required, DOE/NNSA experience required.
• Experience with FAR and DEAR to implement and maintain a compliant procurement system.
• Skill to perform compliance reviews of pre and post award subcontracts; cost/price analysis, audits and negotiations.
• Strong computer skills and proficiency with MS Office; ability to interface with all staff levels.

Under the supervision of the Contracts and Procurement Compliance Manager, establish and maintain an effective compliance review process of procurement actions and oversee compliance reviews, peer reviews, and other monitoring and improvement activities. The position requires the individual to be a person of high integrity, and any other duties must not conflict with the compliance goals and objectives of the organization. The Principal Procurement Specialist provides support, as needed, with the development of pre/post-award functions, in addition to coordination and communication with regard to planning, implementation, and monitoring of the approved Procurement program to include resolving compliance issues with Procurement Representatives, the Legal Department and providing input at all levels of the organization.

Responsiblities

Key Responsibilities

• Develop, implement, maintain and enforce policies, procedures and objectives for the efficient expectation of a compliant procurement organization system and activities.
• Develop, implement, maintain and monitor the implementation of the procurement compliance program.
• Assess the organization’s policies and processes for potential and proposed continuous improvement initiatives.
• Provide support for proposed continuous improvement efforts.
• Implement and maintain current clause matrices for the various contract types utilized within the Procurement organization.
• Periodically review and revisit the policies and procedures in light of changes to the organization, the Federal Acquisition Regulations (FAR) and modifications to the prime contract.
• Provide technical guidance on preparation, solicitation, negotiation, award and administration of procurement documents and coordinate procurement activities.
• Coordinate legal matters involving procurement policies, claims, protests, disputes, labor and terms and conditions with the Legal Counsel and Labor Relations.
• Conduct compliance review of major subcontracts and all procurement activities that require the Legal Counsel and NNSA/NFO Contracting Officer reviews and provide recommendations for improvement or corrections needed.
• Assist with government audits and investigations for the Procurement organization.
• Assist with providing input to corrective actions resulting from audits, independent and management assessments and tracking the corrective actions to completion.
• Conduct periodic management assessments and identify compliance issues, concerns and deficiencies with recommended improvement and corrective actions and plans.
• Assist procurement management to identify risks and trends to ascertain patterns that may require a change in policies and procedures within the procurement organization.

Qualifications

Due to the nature of our work, US Citizenship is required for all positions.

• Bachelor’s degree in related field or equivalent training and experience with at least 8 years relevant, progressively responsible experience.
• Government procurement and subcontracting experience required, Department of Energy/National Nuclear Security Administration (DOE/NNSA) experience required.
• Experience and working knowledge of the FAR and DEAR to implement and maintain a compliant procurement system.
• Demonstrated skill to perform compliance reviews of pre and post award subcontracts; cost/price analysis, assessments, audits and negotiations.
• Demonstrated skill and experience in computerized procurement systems and demonstrated proficiency with MS Office.
• Demonstrated skill to plan, organize, lead, and monitor a wide variety of team efforts to their successful completion.
• Must have excellent oral and written communications skills to effectively interface both internally and externally at all levels of staff and management including DOE/NNSA customers.
• Demonstrated skill to establish and maintain strong and effective customer relationships and anticipate change and adjust promptly and effectively.
• Strong business acumen and ability to tactfully offer constructive comments in a positive and supportive, yet firm manner is critical.
• Desire and ability to help others learn, be flexible but understand the importance and be committed to compliance.
• Demonstrated skill and experience in computerized procurement systems and demonstrated proficiency with MS Office (Word, Excel, PowerPoint, and Access) software package.
• Demonstrated skill to plan, organize, lead and monitor a wide variety of team efforts to their successful completion.
• Must have excellent oral and written communications skills to effectively interface both internally and externally at all levels of staff and management including DOE/NNSA customers.
• Demonstrated skill to establish and maintain strong and effective customer relationships and anticipate change and adjust promptly and effectively.
• Work schedule for this position will be 4/10's Monday through Thursday (subject to change).
• The primary work location will be at the North Las Vegas Facility (candidates must be willing to relocate if not local, relocation package available).
• Please note that this position is strictly 100% on-site at our designated office location; candidates who are not local must be willing to relocate , and a relocation assistance package is available for this role.
• Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
• Must possess a valid driver’s license.

Annual salary range for this position is: $101,982.40 - $155,521.60.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
