Job summary

Northrop Grumman is seeking a Principal Facilities Construction Project Manager (Level 3) to lead on-site projects in El Segundo, CA. The role oversees construction activities, coordinates with architecture/engineering teams, and ensures scope, cost, and schedule compliance.

Responsibilities include preparing work scopes, procurement materials, and cost estimates; reporting project status; and implementing risk mitigation. Requires extensive PM experience and clearance eligibility.

  • Gather, review, and finalize requirements including facility/equipment specifications, regulatory or contract restrictions, completion dates, and construction feasibility.
  • Plan, design, and oversee reconfiguration, maintenance, and alteration of equipment, machinery, buildings, structures, and other facilities.
  • Coordinate with architecture and engineering firms to develop design criteria and prepare layout and detail drawings.
  • Prepare Scopes of Work, procurement documents, and supporting materials for design and construction services.
  • Review and estimate total project costs, including design, equipment, installation, labor, materials, and other related expenses.
  • Inspect or direct inspections of construction and installation work to ensure conformance with drawings, specifications, safety standards, and schedules.
  • Forecast and report project status and key metrics for risk, cost, and schedule; prepare status reports for stakeholders.
  • Develop and implement risk mitigation and schedule recovery plans as required.
  • Identify tasks requiring special inspection or permits and coordinate those activities with customers, contractors, and regulatory authorities.
  • Manage and execute multiple facilities projects simultaneously in a fast-paced environment while maintaining high standards of quality and client service.

This position will be located on site in El Segundo, California.

Job Duties

Basic Qualifications

High school diploma or GED plus eight (8) years of combined experience in project management, facilities construction project management, or facilities management; OR Bachelor’s degree plus five (5) years of stated experience; OR Master’s degree plus three (3) years of stated experience. Solid knowledge of construction disciplines, building systems, equipment installation, and applicable codes and standards. Strong verbal and written communication skills with the ability to present technical approaches and findings clearly to diverse audiences. Experience collaborating with subject‑matter experts, vendors, and suppliers to diagnose and resolve issues related to mechanical systems, machinery, or materials quickly and efficiently. Proven ability to prepare Scopes of Work and supporting procurement documents for design and construction services. Proficiency with MS Project, Microsoft 365 (Word, Excel, Teams, Outlook), and/or AutoCAD. Must have the ability to obtain a US Government Secret Clearance and required Program Accesses.

Preferred Qualifications

Highly proficient with AutoCAD, Procore, Archibus, Revit, 3D design tools, and other construction life‑cycle management software; strong PowerPoint and professional writing skills with the ability to present complex technical information to all levels of leadership. Facilities experience in the defense sector, including familiarity with security standard ICD 705. Experience in the aeronautics industry. Knowledge of sustainable construction practices and LEED certification. Bachelor’s degree in Civil Engineering, Construction Engineering Technology, or Facilities Engineering Technology. PMP certification preferred. Experience designing and constructing cleanrooms and classified facilities, and working with fire/security alarm systems, remote monitoring, energy management, electrical systems (including high‑voltage/substation work), and reliability engineering. Knowledge of building codes, ADA, UFC criteria, federal/state OSHA, and other applicable regulatory requirements. Prior experience in facility layout, engineering (electrical, mechanical, HVAC, plumbing, hydraulics, dynamics, controls), and project management.

Salary

Primary Level Salary Range: $94,200.00 - $141,200.00. The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
