Job summary

General Dynamics - Bath Iron Works is seeking a Civil Engineer with a minimum of five years of experience to support Facilities Department projects in Bath, ME. Job description

We offer a competitive salary for this role, with an expected range of $108,500-$137,500. The final offer will depend on your experience, skills, and overall qualifications. The candidate will interact with all divisions of Bath Iron Works and outside agencies in the development and implementation of projects and ongoing operational tasking that support construction of surface combatants. This includes but is not limited to obtaining regulatory approvals, permit application preparation, technical review of 3rd party designs, technical support for underground utilities, field inspections and ensuring compliance with building codes and safety regulations.

Operating under the BIW Business Operating System (BOS), the Facilities, Principal Civil Engineer ensures compliance with safety, quality, and performance standards while coordinating with other key stakeholders to meet overall milestones.

Key Responsibilities:
  • Provide engineering design and analysis support for projects implemented by Facilities Department.
  • Provide technical review for outside vendor designs to support BIW Capital Projects.
  • Compile and submit municipal permitting application packages.
  • Serve as the primary liaison between the project team and regulatory reviewers, municipal boards, and public stakeholders.
  • Analyze 3rd party design to ensure resilient operational performance and full adherence to codes and zoning ordinances.
  • Attend municipal planning meetings, public hearings, and community updates to present project data and address regulatory concerns.
  • Organize approval meetings for internal Dig Safe Process.
  • Anticipate regulatory hurdles and provide guidance to avoid project delays.
  • Provide engineering support to production/contractor work site issues. Develop and collaborate on solutions to issues that come up during construction projects.
  • Provide technical guidance to Front Line Supervisors, Trade Planners, Project Managers, Facilities Mechanics, and Contractors.
  • Work with various functional areas in evaluating existing processes, and identifying process improvement opportunities to drive business results (i.e. cost reductions, operational efficiencies, adequate controls).
  • Maintain task list with updated status of activities.
  • Ensure all work performed is done in compliance with local state and federal regulatory guidelines.
Safety Leadership:
  • Follow and re-enforce safety policies and procedures, with a focus on housekeeping and personal safety.
  • Participate initiatives to enhance workplace safety and foster a culture on continuous improvement.
  • Ensure Jobs tasked to mechanics have been properly vetted with the appropriate level Job Hazard Analysis (JHA) highlighting the work hazards identified.
  • Follow and Enforce BIW’s PPE requirements
Task Execution:
  • Prioritize work to ensure your Plan of the Week (POW) is aligned with critical path activities, to ensure we are working on the right job at the right time.
  • Work with assigned Trade Planners to develop the POW and ensure internal job(s) are scheduled to resource capacity
Program Controls Management:
  • Manage the overall execution of the Plan of the Week.
  • Participate in efforts to improve Program Controls departmental efficiency and optimization.
  • Ensure accountability of task and goal completion.
  • Support Facilities Department metric(s) and established goals.
Training and Development:
  • Research training programs to ensure trade mechanics are trained for the tasks assigned and participate in trainings as appropriate.
  • Ensure Procedures and Process Controls are well-documented so they can be clearly communicated to the personnel charged with executing the tasks.
Team Collaboration and Communication:
  • Work cross-departmentally with multiple functions/organizations in effort to achieve Production and department goals.
  • Collaborate with Project and Functional Managers to mitigate project/job execution delays.
  • Partner with Facilities Management and Planning group to identify efficiency, cost savings, and reliability opportunities to minimize equipment downtime and mitigate interruptions to Production.
  • Participate in Business Operating System (BOS) principles and Operational Performance Improvement Plan (OPIP).
  • Focus on the quality of trade and contractor workmanship to ensure quality standards.
  • Incorporate the Plan-Do-Check-Act model to ensure sustainment of the improvements established.
Required/Preferred Education/Training
Required:
  • Bachelor's Degree in Civil Engineering.
Preferred:
  • Professional Engineer license (State of Maine).
Required/Preferred Experience
Required:
  • Minimum of 5-years relevant work experience.
  • Must have the skill to read and understand schematics, drawings, and technical manuals.
  • Familiarity with working with Municipal Regulations and Permitting Processes.
  • Must have the flexibility to work in a fast-paced environment under pressure of changing and often conflicting priorities.
  • Basic proficiency with personal computers, must be competent in Microsoft Office Products.
  • Ability to execute and progress multiple simultaneous projects.
  • Self-motivation and strong ability to contribute in a team environment.
  • Demonstrated experience working with all levels of a Company.
  • Strong written and oral communication skills.
Preferred:
  • Minimum of 10 years relevant work experience.
  • Shipyard or Facilities Experience.
  • Permitting/Regulatory Experience.
  • While performing the duties of the job, the employee must be able to climb/descend ladders, stairs, work at heights and be able to work around moving machinery.
