Principal Civil Engineer (Development Review)

Job Summary

We have a new career opportunity for a Principal Civil Engineer on the Development Review team. This position is responsible for performing professional and administrative work in applying engineering services to Public Works planning, development, and design projects. The role involves leading reviews on large development projects, coordinating Public Works reviews, and ensuring compliance with City standards across various plans and projects. The work impacts the City significantly and requires extensive knowledge of SWM, utility, and civil engineering to resolve complex issues. The position requires proactive work, high-level contacts, and adherence to laws, codes, policies, and procedures, managing multiple projects under deadlines.

Essential Job Functions

  • Supervise and coordinate review of construction plans and documents for Public Works projects.
  • Review complex engineering plans for compliance with standards and regulations.
  • Assess development projects' impact on water and wastewater infrastructure and recommend improvements.
  • Conduct studies, recommend policies, and analyze fees and rates.
  • Interpret and advise on design issues, resolve conflicts during construction.
  • Prepare and review plans, studies, specifications, and estimates for various projects.
  • Coordinate projects and obtain necessary permits.
  • Review standards and regulations, and recommend modifications.
  • Assist inspection personnel, respond to public inquiries, and represent the City at meetings.
  • Establish requirements for development projects to ensure compliance with standards and codes.
  • Draft legislation updates for the City Code.
  • Manage inquiries and complaints related to department codes.
  • Assist in budget and administrative duties, supervise engineers and consultants.
  • Attend meetings after hours and respond to emergencies as needed.

Qualifications

Bachelor's degree in civil or environmental engineering plus 7 years of experience, or equivalent. Must be a licensed Professional Engineer in Maryland within one year. PMP certification is desirable. Must have a valid driver’s license.

Knowledge, Skills, and Abilities

  • Extensive knowledge of civil engineering principles and practices.
  • Knowledge of standards and procedures for public works construction.
  • Skill in leadership, communication, project planning, and technical software use.
  • Ability to review complex plans, establish effective relationships, and manage work assignments.
