Clark Construction Group is seeking a senior pricing analyst to review federal cost proposals and ensure TINA, FAR/DFARS, and CAS compliance. You will defend cost models and estimates, work with cross-functional teams, and interface with clients and auditors.

The role supports forward pricing rate development and annual incurred cost submissions, applying accounting, finance, and data-analysis expertise to proposal pricing and cost control.

Qualifications

  • Experience estimating, pricing or financial analysis for government proposals.
  • Familiar with FAR/DFARS and government regulations.
  • Ability to present price strategies and respond to auditors.

Responsibilities

  • Develop and recommend estimating narratives and assumptions based on historical cost and projected future costs.
  • Analyze key cost elements such as General Conditions, ODC, indirect rates, insurance, bonding, and IT rates.
  • Collaborate with cross-functional teams (Purchasing, Estimating, Subcontracts, HR, FPA) on proposals.
  • Interface with clients and external auditors to ensure understanding of financial data, methodology, and applicability under regulations.
  • Assist in forward pricing rate development and incurred cost submissions.

Job description

This role applies professional-level expertise in reviewing federal and federally funded cost proposal inputs, to ensure compliance with government regulations, such as Truth in Negotiation Act (TINA), Certified Cost or Pricing Data, FAR, CAS, solicitation requirements, internal company policies, and address deviations. The ideal candidate will be able to articulate and defend the cost models, estimates, and processes.As needed the role will support the Forward Pricing Rate Development and Annual Incurred Cost Submission.Pricing and Costing Responsibilities:Develop and recommend estimating narratives and assumptions based on historical cost, and projected future costs.Analyze key cost elements such as: General Conditions (labor, travel, materials, other Direct costs (ODC), Indirect rates (Overhead, G&A, Fringe), Insurance rates, car allowance, IT rates, Bonding and Subcontractor cost.Perform account-based analyses on competitive cost, price trends, and historical bid price points for specific proposals or subaccounts.Assess the supporting documentation of various cost inputs and advise the proposal team members on sufficiency.Collaborate with cross-functional teams, including Purchasing, Estimating, Cost Engineering, Subcontracts, Small Business Offices, FPA and Budgets, and HR on specific proposals.Interface with client and external auditors to ensure understanding of financial data, methodology, and applicability under appropriate government regulations.Advise on pre-contract discussions and negotiations of contract awards, as appropriate.Government Compliance Responsibilities:Support and streamline the preparation of the annual incurred cost submission , including all main schedules and supporting data/supplemental schedules.Assist in preparation and development of forward pricing rate proposals (FPRP).Assist in preparation and development of cost impact proposals resulting from accounting changes.Monitor indirect rates and provide analyses based on multiple scenarios.Analyze transactional data for allowability and allocability in accordance with FAR and CAS.Basic qualifications:6+ years of experience in estimating, pricing or financial analysis including pricing strategies and ability to develop or deliver price strategy presentations or analyses.Experience with Cost estimating methodologies, relationships, and model development.Experience with Cost databases including data collection, validation, and normalization techniques.Experience with pricing in the federal and federally funded proposals.Thorough knowledge of FAR/DFARS and other applicable government regulations.Ability to contribute to price proposals.Ability to communicate solicitation requirements.Knowledge of Microsoft products, including Excel, Word, and PowerPoint.Experience responding to project owners or their auditors, DCAA and/or DCMA or other Government Agencies.Possession of excellent verbal and written communication skills.Experience with SAP, Workday, and Coupa is a plus.A BS degree from an accredited college/university in Accounting, Finance, Economics or Business (or equivalent) is required.
