Job summary

Fluence is seeking a Program Manager, Prevailing Wage Compliance (PWA) to lead end-to-end wage compliance data management across North American grid-scale projects. You will ensure compliance with Davis-Bacon Act and coordinate data from subcontractors, vendors, and internal teams.

Qualifications

• Bachelor’s degree in Business, Human Resources, Compliance, Construction Management, or related field.
• Minimum of 5 years of experience in prevailing wage compliance or related fields.
• Strong knowledge of the Davis-Bacon Act and certified payroll requirements.
• Experience coordinating high-volume data intake across multiple stakeholders.
• Proven ability to manage third-party vendors and enforce compliance standards.

Responsibilities

• Own and manage Fluence’s prevailing wage compliance program across active projects in North America.
• Establish and enforce standardized processes for certified payroll collection, validation, and submission.
• Serve as the internal subject matter expert on prevailing wage compliance requirements.
• Act as the central intake point for all compliance-related data from subcontractors, vendors, and internal teams.
• Implement and manage systems such as LCP Tracker and Points North to collect, track, and audit data.
• Review certified payrolls and supporting documentation for accuracy and compliance risks.
• Identify discrepancies and proactively resolve issues.
• Collaborate with HR, Legal, Payroll, Finance, Procurement, and Project Management teams to align processes.
• Prepare and submit required compliance reports to government agencies and customers.
