Job summary

The City of Frederick seeks a Pretreatment Technician to assist with the Industrial Pretreatment and Fats, Oils and Grease programs. You will respond to emergencies within the DPW and support compliance inspections.

Requirements include a high school diploma or GED, a valid Vehicle Operator’s license, DOT Medical Examiner’s Certificate, and wastewater certification. A safety‑sensitive role with potential for hybrid telework is described.

JOB SUMMARY:

The Pretreatment Technician position is responsible for assisting the Pretreatment Coordinator in activities such as monitoring, evaluating and enforcing all aspects of the City’s Industrial Pretreatment Program and Fats, Oils and Grease Program. The employee in this position will be required to be able to respond to emergencies as needed throughout the Department of Public Works (DPW).

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Assists with industrial compliance inspections of industrial and commercial businesses.
  • Assists in the preparation of inspection reports and other documentation as needed.
  • Enters data from industrial reports and laboratory reports.
  • Performs sampling and monitoring of industries that fall under the Industrial Pretreatment Program.
  • Ensures pretreatment program equipment and facilities are well maintained and clean.
  • Establishes and maintains effective working relationships with City officials, co-workers, vendors and the general public. Must communicate in a courteous and effective manner.
  • Performs duties in the capacity of a Wastewater Treatment Operator IV for shift coverage, emergencies or as directed by the Superintendent of Wastewater Treatment.
  • Operates a vehicle on a regular basis, observing legal and defensive driving practices.
  • Performs other duties as assigned.

REQUIRED EDUCATION AND/OR EXPERIENCE:
  • High school diploma or a General Education Degree (GED).
REQUIRED CERTIFICATES AND/OR LICENSES:
  • Vehicle Operator’s license with satisfactory driving record that meets insurability standards of the City’s insurance carrier is required. The employee must maintain the license for the duration of their employment.
  • DOT Medical Examiner’s Certificate. The employee must maintain the certification for the duration of their employment.
  • Temporary Wastewater Class 5A Certificate or ability to obtain within 45 days of hire. Must maintain during length of employment.
CONDITIONS OF EMPLOYMENT:
  • In concert with the Public Heath Security and Bioterrorism Preparedness and Response Act of 2002 (Title IV, Section 401-403), verification of employment eligibility and a criminal background check will be conducted.
  • Ability to obtain licenses/certifications as required by future codes and regulations.
  • Ability to regularly work beyond the scheduled work shift, including nights, weekends, and holidays, and to travel to various seminars or training classes as required to keep current in the wastewater profession and to maintain the required licenses.
  • Successful completion of all required City of Frederick Training.
  • The City of Frederick has designated this position as safety sensitive and thus subject to random urine, drug, and/or beath alcohol testing.
REQUIRED SKILLS:
  • Knowledge and understanding to interpret, apply and enforce all Federal, State and local pretreatment regulations.
  • Knowledge of City codes, ordinances, policies and regulations along with strong and effective verbal / written communication and interpersonal skills.
  • Knowledge of safety standards and practices for hazardous environments, including OSHA safety rules, standards and regulations.
  • Ability to communicate effectively in English and apply common sense understanding to carry out instruction furnished in oral, written or diagram form: ability to express ideas clearly and concisely, orally and in writing to groups and also to individuals.
  • Background knowledge or experience in wastewater treatment plants, industrial pretreatment, and laboratory procedures.
  • Working knowledge or possess the ability to perform testing for parameters such as pH, Biochemical Oxygen Demand, Total Suspended Solids, Total Kjeldahl Nitrogen, Total Phosphorus, and Oil and Grease.
  • Knowledge of computers and their applications, especially Microsoft Office Suite at an intermediate level and SCADA applications such as Citect and PLC’s.
  • Employee is required to wear safety toe boots, and will be required to successfully complete safety training that will include but not be limited to confined space training, CPR & First Aid, electrical safety, etc.

May be exposed to potentially infectious agents associated with wastewater. The noise level in the work environment is usually moderate.
