Job summary

Bowa Construction is seeking a Preconstruction Manager to lead all estimating, bid packaging, and buyout activities for a 500MW data center project. The role shapes the financial foundation and procurement plan from design through transition to construction.

The candidate develops detailed estimates, runs the subcontractor solicitation, and drives early procurement while collaborating with the Project Executive and PM to close scope gaps and ensure a seamless handoff to construction.

Qualifications

• 12+ years of commercial construction with preconstruction/estimating focus.
• Experience estimating and buying out projects exceeding $200M.
• Strong knowledge of civil, structural, MEP, and LV scopes and pricing.
• Proficiency with takeoff software and estimating platforms.

Responsibilities

• Lead development of the GMP estimate from design documents and site data.
• Structure full bid package plan including scope boundaries and schedules.
• Issue RFPs to prequalified subcontractors across major scopes.
• Manage subcontractor solicitation, leveling, negotiation, and award.
• Identify long-lead items; initiate early procurement before construction start.
• Develop and maintain procurement buyout log against GMP.
• Coordinate with BIM/VDC to ensure pricing-ready LOD.
• Present status updates to the owner during development phase.
• Support value engineering with cost impact analysis.

ROLE OVERVIEW:

The Preconstruction Manager leads all estimating, scope development, bid packaging, and buyout activities for the 500MW data center from award through transition to active construction. This role establishes the financial foundation and procurement plan governing the entire build.

This individual operates at the front end of the project and must be capable of developing detailed estimates, structuring competitive bid packages, running the subcontractor solicitation process, and achieving buyout savings against the GMP. The Preconstruction Manager works closely with the Project Executive and PM to ensure scope gaps are identified early, bid packages are complete, and the transition to construction is seamless.

KEY ROLES & RESPONSIBILITIES:

• Lead development of the detailed GMP estimate from design documents, owner program, and site data
• Structure the full bid package plan including scope boundaries, work packages, and bid schedules
• Issue RFPs to prequalified subcontractors across all major scopes (civil, structural, MEP, LV)
• Manage the subcontractor solicitation, leveling, negotiation, and award process
• Identify and track all long-lead equipment items; initiate procurement before construction start
• Develop and maintain the project buyout log tracking savings against GMP
• Perform scope gap analysis between bid packages and flag unassigned scope
• Prepare bid comparisons, leveling sheets, and award recommendations for Project Executive approval
• Coordinate with BIM/VDC Manager to ensure design is at sufficient LOD for accurate pricing
• Manage the owner furnished equipment (OFE) list and coordinate delivery milestones
• Develop the procurement schedule and integrate with master construction schedule
• Present preconstruction status updates to the owner during the development phase
• Support value engineering efforts and provide cost impact analysis on design alternatives

MINIMUM QUALIFICATIONS:

• 12+ years of commercial construction with at least 5 in preconstruction or estimating
• Experience estimating and buying out projects exceeding $200M
• Strong knowledge of civil, structural, MEP, and LV scopes and their market pricing
• Proficiency in on-screen takeoff software (Bluebeam, On Center) and estimating platforms

PREFERRED QUALIFICATIONS:

• Data center or mission-critical preconstruction experience
• LEED AP or experience with sustainable design cost impacts
• Familiarity with Procore procurement module and CPM integration with buyout
