Job summary

Top Gun Staffing Inc is seeking a Preconstruction Manager–Commercial Construction to lead the preconstruction process from conceptual budgeting through final bid submission. You will develop budgets, manage estimating teams, evaluate pricing, and coordinate with operations, design teams, and clients to deliver competitive, accurate estimates.

The ideal candidate has 8+ years of commercial construction estimating and preconstruction experience, with a strong background in conceptual budgeting,

Qualifications

• 8+ years of commercial construction estimating and preconstruction experience.
• Proven success leading preconstruction efforts on complex, competitive commercial projects.
• Experience with retail, healthcare, industrial, institutional, civil, renovation, multi-story wood-frame, and site development.
• Strong background in conceptual estimating, quantity takeoffs, subcontractor procurement, bid leveling, and bid-day execution.
• Experience preparing conceptual budgets, GMPs, negotiated proposals, and competitive hard bids.
• Thorough understanding of commercial construction means and methods, scheduling, constructability, and cost control.
• Strong leadership, communication, and presentation skills.
• Experience with estimating software such as Bluebeam, PlanSwift/On-Screen Takeoff, Sage Timberline, Agtek, Excel, MS Project.

Responsibilities

• Lead the complete preconstruction process from conceptual budgeting through final bid submission.
• Prepare conceptual budgets, milestone estimates, quantity takeoffs, and final project estimates across design stages.
• Evaluate labor, material, equipment, and subcontractor pricing across all trades, including self-performed work.
• Lead project-specific estimating teams through competitive bid submission.
• Develop bid strategies, manage subcontractor solicitation, bid leveling, and ensure full trade coverage.
• Collaborate with operations, architects, engineers, and clients to review constructability and scheduling.
• Analyze drawings for risks, scope gaps, and value opportunities.
• Present estimates to clients, design teams, and company leadership.
• Support business development with client engagement and preconstruction presentations.
• Coordinate project handoff with operations after award.

Lead the preconstruction process for commercial construction projects from early conceptual budgeting through final bid submission. Develop accurate cost estimates, lead project-specific estimating teams, manage subcontractor procurement, and collaborate with operations, design teams, and clients throughout the preconstruction process.

What You'll Do

• Lead the complete preconstruction process from conceptual budgeting through final bid submission.
• Prepare conceptual budgets, milestone estimates, detailed quantity takeoffs, and final project estimates throughout all phases of design.
• Evaluate labor, material, equipment, and subcontractor pricing across all trade disciplines, including self-performed work.
• Lead project-specific estimating teams through competitive bid submission.
• Develop bid strategies, manage subcontractor solicitation, perform bid leveling, and ensure complete trade coverage.
• Partner with operations, architects, engineers, and clients to review constructability, project logistics, scheduling, and value engineering opportunities.
• Analyze drawings and specifications to identify project risks, scope gaps, and opportunities to improve project value.
• Present estimates to clients, design teams, and company leadership.
• Support business development efforts through client engagement and preconstruction presentations.
• Coordinate project handoff with operations following project award.

• Bachelor's degree in Construction Management, Civil Engineering, Construction Engineering, or equivalent experience preferred.
