Job summary

Suntec Concrete seeks a Preconstruction Manager in Phoenix to lead industrial pursuits from opportunity through award. You will coordinate estimating, scheduling, CAD, detailing, and operations to deliver a single cohesive submission.

You will guide preconstruction from concept budgeting through design-assist and IFC, shaping strategy, value engineering, and client-facing discussions with developers and general contractors.

Qualifications

Description

Lead and drive each pursuit from opportunity through award, setting the strategy to win and the strategy to execute.

Lead the pursuit team, aligning estimating, scheduling, CAD and detailing, project managers, construction managers, business development, and other stakeholders as needed around a single, focused submission.

Drive the team to one high-quality submission covering scope, schedule, budget, panel placement, and execution strategy.

Keep the pursuit fast and focused, holding the team to a clean, on-time submission.

Maintain a working command of the pricing and the numbers to guide strategy and decisions, while the estimate itself is produced by the estimating team.

Own the full preconstruction range on each pursuit, from conceptual budgeting and design-assist pricing through IFC hard bid, award, and a clean handoff to buyout and the project team.

Strategy, Value Engineering & Constructability

Lead value engineering and constructability reviews, leveraging internal resources and subject-matter experts to sharpen the approach.

Shape the execution strategy that differentiates Suntec, controls risk, and gives the client confidence in the build.

Cross-Functional Coordination

Coordinate with the estimating team to turn strategy into a competitive, accurate, and complete proposal. This role coordinates estimating; it does not perform takeoffs or build the estimate.

Work with scheduling and operations to build the construction schedule and the pour and placement sequence.

Work with CAD, detailing, and operations to lead the development of site logistics and panel placement.

Engage project managers and construction managers early so the plan can be staffed, sequenced, and built as sold.

Client Engagement & Business Development

Partner with business development on positioning, pursuit selection, and client relationships.

Represent Suntec to developers and general contractors, communicating scope, schedule, budget, and risk in their terms.

Present the pursuit and execution strategy, and Suntec’s self-perform value, in client meetings and interviews.

Lead design-assist and technical conversations with GC preconstruction teams, owner technical staff, and design partners, pairing technical depth with the confidence and polish to carry the room.

Requirements

Concrete operations, including a track record on competitive industrial pursuits.

Industrial construction experience. Prior experience delivering industrial concrete work (tilt-up, distribution, manufacturing, data center, or similar large-footprint projects).

Mission-critical and data center experience. Experience supporting mission-critical work, including data center projects, and a working understanding of the tolerances, quality expectations, and schedule pressure that come with them.

Arizona market familiarity. Working knowledge of the Arizona industrial market, including local developers, general contractors, jurisdictions, and the regional subcontractor and supplier base.

General contracting and/or developer experience. A working understanding of how developers and GCs plan, buy, and execute self-perform concrete, and the ability to see a project through their lens.

Proven ability to lead and drive a pursuit, coordinating estimating, scheduling, CAD, operations, and business development to a single, cohesive submission.

Working understanding of concrete pricing and the numbers behind a bid, enough to guide strategy (the estimate is produced by the estimating team).

Ability to read and interpret structural and architectural drawings and specifications.

Strong written and verbal communication, organization, and client-facing presentation skills, with the presence to hold a technical conversation with a GC preconstruction team or an owner’s technical staff.

Proficient in Microsoft Office and comfortable reviewing the estimates, schedules, and drawings produced by the pursuit team.

Preferred

Operations background. Experience as a project manager in concrete operations is preferred. Preconstruction experience also applies and is not required.

Direct tilt-up experience, including familiarity with panel placement and crane sequencing.

Experience across cast-in-place structural concrete, slab-on-grade, site concrete, and PCCP scopes.

Experience on large-scale (250,000 to 1,000,000+ SF) industrial facilities.

Established relationships with Arizona and regional developers, general contractors, and design partners.

Education

Bachelor’s degree in Construction Management, Civil Engineering, or a related field, or equivalent industry experience.

This role owns the strategy to win the work and the strategy to execute it, and pulls together the people who deliver it. Working across estimating, scheduling, CAD and detailing, project management, construction management, and business development, the Preconstruction Manager drives the team to a single, focused submission covering scope, schedule, budget, panel placement, and execution strategy.

Reporting to the Business Unit Leader, the Preconstruction Manager leads value engineering and constructability reviews, keeps the pursuit fast and focused, and represents Suntec to developers and general contractors. The role spans the full preconstruction range, from conceptual budgeting and early design assist through IFC hard bid, award, and handoff to buyout. Success in this role depends on the ability to see each project through a developer’s and a general contractor’s lens across tilt-up, slab-on-grade, foundations, site concrete, and PCCP scopes.
