Job summary

SL Recruit seeks a Preconstruction Manager in Baltimore to lead estimating and preconstruction across a diverse project portfolio, including affordable housing and healthcare. You will collaborate with owners, architects, and field teams, shaping projects from budgeting through GMP and contract award.

This hybrid role offers significant cross-functional ownership. You will manage price development across all design phases, drive value engineering, and maintain预算 oversight to prevent scope creep.

Qualifications

• Experience leading preconstruction and estimating efforts on GC/CM projects.
• Bachelor’s degree in CM/Engineering/Architecture or related field preferred.
• Strong ability to price across all design phases from concept to GMP.

Responsibilities

• Lead preconstruction on assigned projects from conceptual budgeting through GMP pricing.
• Prepare and refine estimates at each design phase and finalize GMP pricing.
• Solicit bids from subcontractors, issue addenda, and ensure coverage on bid day.
• Perform bid analyses and scope reviews to close gaps before award.
• Lead value engineering and present cost-saving options to clients and design teams.
• Track owner’s budget during design, flaging scope creep early.
• Build relationships with architects, owners, and trade partners.
• Support contract negotiations and client meetings during preconstruction.
• Ensure a clean handoff from preconstruction to project management and field team.

Job description

A well-established, growing construction management firm in Baltimore, with a project portfolio spanning affordable housing, healthcare, education, senior living, and adaptive reuse, is looking for a Preconstruction Manager to lead estimating and preconstruction efforts across its project pipeline. This is a highly collaborative role for someone who wants to shape projects from the earliest budgeting stages through GMP and contract award, working closely with owners, architects, and the field team. This is a flexible, HYBRID role.

What You'll Do

• Lead preconstruction on assigned projects from conceptual budgeting through schematic design, design development, and construction documents
• Prepare and refine estimates at each design phase, and finalize GMP pricing
• Manage subcontractor bid solicitation- prepare bid packages, issue addenda, and ensure strong trade coverage on bid day
• Perform detailed bid analysis and scope reviews to identify and close gaps before award
• Lead value engineering efforts, presenting cost-saving alternatives to clients and design teams
• Track and maintain the owner's budget throughout design, flagging scope creep or cost impacts early
• Build and maintain relationships with architects, owners, and subcontractor/trade partners
• Support contract negotiations and participate in client meetings and presentations throughout preconstruction
• Ensure a clean handoff from preconstruction/estimating to the project management and field team

What We're Looking For

• Bachelor's degree in Construction Management, Engineering, Architecture, or related field preferred
• 7+ years of preconstruction/estimating experience with a general contractor or construction manager
• Experience managing pricing across multiple design phases, from conceptual through GMP
• Proficiency with estimating and scheduling software
• Strong communication and presentation skills — comfortable leading meetings with owners and design teams
• Experience in affordable housing, healthcare, education, senior living, or multifamily a plus
