Job summary

Garney is seeking a Preconstruction Manager - Pipe - Heavy Civil to lead preconstruction efforts across Design-Build, CMAR, and Progressive Design-Build projects. You will coordinate owners, engineers, and construction teams to align scope, budget, and schedule from pursuit through handoff.

The role emphasizes risk management, value engineering, and robust GMP development, with responsibility for estimating and collaboration across operations and estimating teams.

Qualifications

• Bachelor's degree in Construction Management, Civil Engineering, Engineering, or related field.
• 10+ years of experience in heavy civil construction.
• Experience managing design coordination, procurement, and collaborative delivery processes.
• Professional Engineer (PE) or other relevant certifications preferred.

Responsibilities

• Lead preconstruction services for Design-Build, CMAR, Progressive Design-Build, and other delivery methods.
• Serve as liaison between owners, designers, engineers, and internal teams.
• Lead value engineering, constructability reviews, and risk management workshops.
• Support project pursuits with interviews, presentations, and owner engagement.
• Manage engineering consultants and design teams through project development.
• Ensure design progression aligns with objectives, schedule, and budget.
• Develop GMP proposals and oversee GMP negotiations.
• Oversee bid package development, procurement planning, and market pricing.
