Job Summary:The Pre-Trial Services officer will perform professional work interviewing defendants, writing reports, and making pre-trial release recommendations to the Court. This role will also supervise the defendants released from custody during the pretrial period by monitoring their compliance with release conditions and by helping to ensure they appear for scheduled court events. This role is collaborative in nature and will work with the probation officer, peer support specialists, and other behavioral health and criminal justice partners.Major Responsibilities and Duties:Verifies that court orders have been followed, including proper documentation of compliance and recommended actions for violations that reflect accountability and the restorative nature of this system. Prepares reports and makes recommendations to the court.Oversees files for accuracy and ensures that needed documentation, such as violations and compliance reports, are filed in a timely manner.Interviews defendants, completes record checks, and verifies information to complete screening forms and recommend conditions of release for preliminary hearings. Acquires and maintains criminal history information and other information relating to the defendants’ pretrial flight risk and/or danger to the community; verifies the accuracy of such information, including without limitation the defendant’s residence and employment history.Completes risk assessments in preparation for making recommendations regarding conditions of release.Monitors, tracks, and assists the court with ensuring defendants’ compliance with all conditions of pretrial release, which may include, without limitation, drug/alcohol testing, remaining within a designated geographic area, and refraining from contact with an alleged victim; timely reports defendants’ non-compliance with such conditions to the court.Administers drug and alcohol testing insofar as such testing is a condition of pretrial release; maintains an inventory of appropriate testing equipment and ensures the testing accords with the court’s order.Administers geo-locating software and hardware insofar as the use of such items is necessary to track defendants’ compliance with conditions of pretrial release; maintains inventory of appropriate equipment and ensures monitoring compliance with the court’s order.Submits written reports to the Court and counsel and/or testifies in court on a defendant's compliance, current status, or release criteria and makes recommendations for the form of release.Responsible for overall case management of defendants in the pretrial services program; administers the case management software and ensures information is accurate and up to date; prepares periodic reports with case statistics and other information for the courts.Other duties, relevant to the position, as assigned by the Chief Judge or Administrator.Specific Knowledge, Skills and AbilitiesThe ability to communicate effectively in both written and oral forms.Must be able to interact with people from different backgrounds, both in person and over the phone, and use de-escalation techniques as well as a trauma-responsive approach.Basic criminal procedure and court operations.Standard office practices and procedures, including filing and the operation of standard office equipment.Using initiative and independent judgment within established procedural guidelines.Communicating effectively with all stakeholders, including Judges, court staff, and defendants.Compiling and summarizing information and preparing routine or special reports to the court.Operating court software applications, including, without limitation, case management applications and geo-location applications.Maintaining accurate and up-to-date records.Organizing own work, setting priorities, meeting critical deadlines, and working independently without direct supervision.Contributing effectively to the accomplishment of team or work unit goals, objectives, and activities.Ability and willingness to respect the rights and confidentiality of all individuals who come in contact with the Court.Education and/or Experience:Bachelor’s degree in a related field or a combination of experience and education.At least two years’ experience in probation, counseling, or defendant interviewing and counseling work.At least two years of experience in making decisions and using discretionary judgment with limited supervision.Qualifications:Demonstrated experience in working in a stressful environment while maintaining discretion, professionalism, and client confidentiality.Demonstrated ability to:Maintain a professional demeanor while providing customer service to defendants, attorneys, Judges, and other criminal justice personnel.Deal with crisis situations and knowledge of local resources to make appropriate referrals.Handle confidential legal mattersStrong attention to detailWork well with a culturally, ethnically, and socio-economically diverse population who may require assistance dealing with substance abuse, domestic violence, sexual deviance, mental health, housing, employment, parenting, disabilities, and literacy issues.Knowledge of legal procedures, terminology, and dockets with the ability to explain them to others in simple, clear, and understandable terms.Proficient in using Microsoft Word and/or Excel.
