  • Prepare written reports on client compliance with court-ordered conditions and attend hearings as needed.
  • Supervise Pretrial Release clients to ensure appearance and compliance with bonds and conditions.
  • Serve as Court-appointed Bond Commissioner and advise on revoking bonds when necessary.

GENERAL DESCRIPTION OF JOB:

The Judicial Services Pre-Trial Officer promotes public safety by performing tasks associated with the supervision of criminal defendants who are ordered by the court to be supervised in the community while on bond. Perform a variety of interviewing, caseload management, intake placement and agency development associated with the Arapahoe County Pretrial Release, and Community Corrections programs. This includes coordinating services with the courts, attorneys, probation offices and other community services providers to include working with pretrial, adjudicated and convicted clientele. The Pretrial Officer is required to maintain neutrality in the supervision of defendants.

DUTIES:
  • Monitor offenders ordered by the court and placed on enhanced supervision including electronic home monitoring and GPS. Required to work a rotating on-call schedule for responding to GPS violations. While assigned on-call duties, the Pretrial Officer must remain in an area where cell phone coverage is sufficient to receive notification of GPS violations. While assigned on-call duties, the Pretrial Officer must respond to GPS violations 24/7, weekends and holidays included, in accordance with established policies and procedures. Provides monitoring of offender sobriety testing and other drug/alcohol, mental health or services as ordered by the court.
  • Interviews felony and misdemeanor defendants for the purpose of establishing and verifying residence, family ties, employment and past criminal history to assist the District/County courts in setting appropriate bail bonds.
  • Enter and maintain updated bond reports and client supervision information on the Division’s computer database system. It is essential that all information entered in the database system be entered without unnecessary delay and that it be detailed and accurate. Spelling and grammar is essential. May be required to assist in preparing monthly statistical reports and assist with preparation of quarterly and annual reports associated with the Pretrial Services Program.
  • Secure client information from the Colorado Crime Information Center/National Crime Information Center, and the Colorado State Courts Data Access system. The defendant’s information is entered into the Division database to verify and document prior criminal history. Information is gathered and included in a report submitted to the District/County courts.
  • Installs Global Positioning System (GPS) equipment on defendants ordered to be on GPS monitoring as condition of bond. GPS installations are conducted primarily inside the Arapahoe County Detention Center, prior to the defendant’s release from custody.
  • Maintain a caseload supervising and monitoring the client’s performance with conditions of bond including electronic monitoring and global positioning and prepares written reports indicating the client’s compliance or noncompliance with conditions of bond. Attend court hearings for the purpose of gathering and clarifying information to the District/County courts regarding pretrial supervision and court ordered conditions of bond.
  • Supervise clients ordered by the court to be placed under Pretrial Release supervision to ensure appearance for scheduled court hearings and compliance with all court ordered conditions of bond. Report defendant compliance, and noncompliance to the Courts, District Attorney and Defense Counsel.
  • Serves as a Court-appointed Bond Commissioner and makes recommendations to judges that bonds be revoked on subsequent arrest or problem clients, or when there is imminent danger to the community.
  • May be required to assist the Alternative Services/Useful Public Service Program and Community Corrections Program with completing supervision intakes and assisting Business Associates with answering telephone calls and working the front desk.

Education and Experience:

  • Bachelor’s Degree in criminal justice, sociology, psychology, public administration, or related field.
  • A minimum of 1 year experience working in the criminal justice or social services environment
  • Any equivalent combination of education and work experience that satisfy the requirements of the job may be considered.

Pre-Employment Additional Requirements:

  • Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.
  • Security clearance required: will require fingerprinting and a Colorado Bureau of Investigation (CBI) background check.
  • Possession of a valid Class “R” Colorado Driver’s License or the ability to obtain one within two weeks of appointment.

Post-Employment Requirements:

  • Successful completion of bi-annual Colorado Justice Information System (CJIS) training.
  • Available to work in an on-call capacity on a rotational basis to address GPS violations and may need to work a flexible schedule which may include evenings, holidays, and weekends at either office inCentennial (Lima Plaza or Courthouse).
