City of San José invites applications for a hybrid Power Resources Specialist I/II to support risk management and contracts administration for a large renewable portfolio. Qualifications

  • Bachelor's degree in Business, Economics, Engineering, Environmental Studies, Law, Natural Resources, Statistics, or an analytical degree related to utility business.

Responsibilities

  • Manage the administration of Power Purchase Agreements (PPAs), monitor performance and ensure compliance with contractual obligations.
  • Review, understand, and interpret PPAs; manage oversight and validation of settlement statements and invoices to ensure PPAs are managed and settled timely, accurately, efficiently, and in compliance with contracted terms.
  • Oversee and manage environmental compliance frameworks, including portfolio position forecasting, risk management, reporting, and regulatory filings.
  • Collaborate with internal and external stakeholders during contract negotiation, serving as an SME to advise on provisions related to settlements, and environmental portfolio management.
  • Interpret, analyze, communicate, and resolve issues that arise during settlements validation and support the dispute resolution process.
  • Maintain an understanding of existing and new regulatory laws related to California energy regulation with potential impacts to environmental compliance and power settlements.
  • Support development and implementation of processes and procedures related to PPA settlements and environment compliance workflows.
  • Define requirements and scope of reporting, analytics, and visualizations, collaborating with technical teams to implement monitoring of environmental compliance and PPA performance.
  • Maintain understanding of CAISO market processes to review, analyze, and validate resulting settlements.
  • Analyze settlement and market data to provide insights and support decision-making.
  • Perform other duties that may be assigned from time to time.
