Job Summary

This Project Controls Specialist provides cost tracking, documentation control, project scheduling, and support services to Fossil Generation for the accomplishment of assigned major projects. These services include oversight of supplemental contract cost control personnel, developing cost estimates for outage and project work scopes, and creating project schedules in a manner that meets the desired project objectives. This is accomplished by communicating with the outage manager, project managers, equipment repair engineers, vendors and contract personnel to determine the project scope, logic ties, estimated costs, and other planning and scheduling parameters needed to effectively support the project directives. This position will manage cost tracking templates, project schedules, Outage Play Book templates, electronic share points, and all other document control processes used in the Vistra Outage Management Process.

This position is critical to the success of capital projects and is responsible for the successful delivery of assigned project portfolio activities. This entails all assigned work from the outage manager or project manager throughout the project lifecycle including; cost projections, cost tracking, planning, estimating, and close out on assigned projects. The cost analyst must be capable of coordinating and supporting a wide range of functional organizational leads, subject matter experts, managers, and contractors to accomplish the goals and objectives set forth by Fossil Generation.

Required Minimum Education and Experience

•Minimum education requirements are HS Diploma with 2 years power plant experience

•A minimum of 2 years Project Controls experience in the maintenance of power production equipment and/or unit outages.

•A minimum of 2 years Project Scheduling experience in the maintenance of power production equipment and/or unit outages.

•Team work and collaboration skills with all levels within the organization

•Able to communicate complex issues effectively through written and verbal communication

•Able to influence by establishing effective working relationships at all levels within the organization

•Knowledge and ability to apply problem solving processes and/or techniques to address complex issues (i.e. Brown Paper planning process or similar)

•Experience should demonstrate knowledge of Primavera scheduling software and schedule risk analysis.

•Experience should demonstrate knowledge of plant accounting systems, outage cost tracking processes, outage and project risk analysis processes.

•Experience in interfacing with contract craft personnel and equipment manufacturer field representatives.

•Working knowledge of fossil power plant operations, work processes, and personnel.

•Working knowledge of safety, health, and environmental requirements in fossil power plants.

•Provide effective project scheduling services in accordance with the Vistra Outage Playbook to ensure safe projects within schedule, cost, and quality requirements.

•Ensure outage and project information and metric performance are documented in accordance with Vistra Outage Playbook.

•Manage and maintain electronic file storage for outages which includes: historical cost estimates, Outage Books, site plot plans, and other outage related files as necessary.

•Establish and maintain positive relationships with plant personnel, suppliers of materials/services and other Vistra organizations, which interface with assigned projects to promote a cooperative teaming relationship.

•Ensure effective project resource utilization through project activity identification, applying logic to the activities, and analyzing effects to schedule and cost.

•Develop schedule layouts in conjunction with the project team, including critical path analysis, alternate schedules and progress measurement of the schedule.

•Verify that the updates are an accurate representation of the work accomplished.

•Work closely with engineering, construction, pre-commissioning, commissioning, client and contractors to identify potential changes in scope and quantify the impact of each change in a timely fashion.

•Plan project activities through project scope identification, contract requirement identification, and bundling services cost effectively.

•Provide project cost status in a timely manner to all appropriate parties to ensure excellent communication between the project team and others.

•Prepare complete and accurate reports of managed projects and ensure they are properly filed.

•Provide oversight to supplemental contractor cost/schedule controls resources as needed.

•Review Vendor and Subcontractor updates to the schedule.

•Coordinate the assignments of work for planning and scheduling assigned to the project.

•Maintain Vistra Outage Management Process playbook and provide training as needed.

•Assist and/or develop outage and project cost estimates as assigned for both O&M and Capital Projects.

•Assist and/or develop outage and project schedules as assigned for both O&M and Capital Projects.

•Review assigned project construction and maintenance estimates as requested for both O&M and Capital Projects.

Location could vary based on selected candidate preference and business need.

Position requires significant domestic travel in support of outages and other business needs.

Grade Level will be dependent upon level of experience of the successful candidate.
