Job summary

This position is located at the SC Department of Behavioral Health and Developmental Disabilities (DBHDD) - Office of Mental Health, Central Office, 400 Otarre Parkway Cayce, SC 29033.

As the Postal Courier working under limited supervision, you will perform and coordinate postal receiving, transport and distribution functions. Interpret policies and procedures in the evaluation of business operations to determine necessity for procedural modifications and/or programmatic changes.

Responsibilities for the Postal Courier:
  • Schedules all postal functions. Coordinates the sorting and processing of large volume of mail. Collects, receives, transports and delivers time-sensitive correspondence for an assigned geographical area. Operates a state vehicle and ensure deliveries are timely and tracked within the Business Office. Perform daily courier service to Comptroller General, State Treasurer's Office (as requested), Central Mail Hub, Inpatient Facilities, and Financial Institutions.
  • Assist in processing all incoming and outgoing agency mail on a daily basis. Verify funds obtain in the Business Office and transport to the bank for deposit if less than $500.00. Assist Public Safety Officers with coins and deposits that are delivered weekly. Transport funds that consist of shortage/overage and confirm deposits have been validated as submitted.
  • Perform distribution of agency's contingency and green checks daily. Have a working knowledge of the process of recording account receivables within the Cashier's Office. Perform functions from the pull check list.
  • Maintain the primary cashier drawer of petty cash funds. Prepare daily financial reports for reference and review.
  • Process all shipping, packaging, mailing along with pickup and delivery. Direct or assist with the preparation of all required financial and operational reports from the mail meter. Establish and coordinate courier routes. Assist Administrative Coordinator with replenishment of petty cash funds.
  • Notify employees of certified mail and checks that are processed from the banking institutions. Process credit card payments via phone.
  • Maintain and develop desk operational procedures within the position and update as changes may arise.
Additional Requirements:
  • This position requires lifting in the performance of specific duties.
  • A high school diploma and work experience in postal, courier or delivery operations.
  • A valid driver's license with a good driving record.

  • Have a working knowledge of regulations, policies and practices governing the operation of a statewide interagency and courier mail system.
  • Have knowledge of various types of mail and the proper handling of each type.
  • Have knowledge of the United States Postal Service regulations, policies and practices.
  • Be skill in the operation of a motor vehicle.
  • Be able to deal courteously and effectively with the public.
  • Have the ability to communicate effectively.
  • Be able to operate postal equipment.
