Job summary

The State of California, Department of Water Resources in Sacramento, is seeking a Position Control Analyst to manage position control, reclassifications, and related payroll/benefits activities. You will lead staff, provide training, review documents, and analyze data to support payroll and benefits programs.

Close collaboration with departments, the SCO system, SAP, and other tools is required. This hybrid role offers telework one day per week after training and a path to contribute to process

Qualifications

• Knowledge of and experience performing position control activities.
• Knowledge of and experience performing personnel, payroll and benefit activities.
• Knowledge and experience with State and Control Agency laws, rules and procedures.
• Strong interpersonal, analytical, organization, and verbal and written communication skills.
• Experience in providing consultation services.
• Ability to analyze and collect data, identify problems, and make recommendations.
• Detailed knowledge of HR rules, policies, and related statutes for payroll/benefits.
• Experience as a lead person or trainer, mentoring lower level staff.
• Experience developing training materials and policies.
• Knowledge and experience with SAP, ACAS, HR Connect, MyCalPERS, and SCO systems.
• Knowledge and experience performing data analysis and audits.
• Knowledge and experience administering difficult projects.
• Maintain a positive, professional work environment.
• Detail oriented with multi-tasking and shifting priorities.
• Initiative and time management for quality results.
• Creative, resourceful problem solving and strong customer service.

Responsibilities

• Position management activities: establishing, reclassifying, reconciling, reporting, and reorganizations.
• Serve as a lead resource over payroll and benefits staff; provide training and guidance.
• Review payroll and benefit documents; back-up support to other analysts and senior staff.
• Analyze data, prepare reports, and make procedural recommendations.
• Consult with departmental employees and other stakeholders to share information.
