Executive Summary:
- We are seeking an experienced Portfolio Manager to lead program performance, strategic planning, and stakeholder communication across diverse projects. The ideal candidate brings extensive expertise in program management, government contracting, and business development, with a strong ability to identify new opportunities and drive client growth.
- The ideal candidate must have experience in small government contracting (GovCon) environments and be adaptable to a dynamic role that requires wearing multiple hats. This position involves direct collaboration with the CEO, demanding strong versatility, strategic thinking, and the ability to navigate various responsibilities effectively.
- The successful candidate will be a Washington, DC resident with 10+ years of federal government contracting experience, overseeing programs and contracts across both public and private sectors. An active DoD-issued Secret Security Clearance is required.
Position Duties:Program Management- Oversee day-to-day operations of awarded programs and contracts, ensuring alignment with customer requirements and performance objectives.
- Serve as the primary point of contact for customers, Contracting Officer's Representatives (CORs), contracting officers, subcontractors, project managers, and employees, ensuring high-quality service delivery.
- Develop program strategies by identifying and analyzing business needs and contract requirements.
- Lead program kickoff meetings, establishing expectations, deliverables, and timelines for new contracts.
- Monitor budgets, ensuring compliance with contractual obligations and government regulations.
- Oversee the execution of multiple concurrent projects, ensuring timely delivery and quality outcomes.
Leadership & Collaboration- Develop reports on program status, performance metrics, and compliance for internal stakeholders and customers.
- Identify operational improvements and recommend process enhancements to optimize program management.
- Lead internal budget reviews, kickoff meetings, and brainstorming sessions with cross-functional teams.
- Manage communications with government customers, private-sector clients, subcontractors, and stakeholders.
- Collaborate with business development teams to identify new business opportunities and strengthen client relationships.
Customer Relationship Management- Engage with customers to understand their needs, scope of work, and feedback, ensuring successful project execution.
- Identify and address additional services that enhance customer satisfaction and project success.
Business Development & Solicitation Participation- Support solicitation responses, including Requests for Information (RFI), Requests for Quotation (RFQ), and Requests for Proposal (RFP) by providing strategic insight.
- Contribute to business development efforts by identifying new opportunities with existing customers to support company growth.
Required Skills:- 10+ years of experience in program and project management, overseeing government contracts. (Private sector experience is a plus.)
- Expertise in full lifecycle government contract management, including modifications, compliance, and execution.
- Strong leadership ability, with experience managing diverse teams.
- Active Secret Security Clearance or eligibility to obtain one.
- Proven experience participating in solicitation responses (RFx).
- Deep understanding of government procurement processes and contract compliance.
- Exceptional organizational skills, with the ability to manage multiple programs and priorities.
- Strong interpersonal and communication skills to build and maintain relationships with customers, clients, and stakeholders.
- Ability to develop program strategies, mitigate risks, and execute complex projects efficiently.
- Experience working for a federal government contracting firm within its internal organization and team.
Preferred Qualifications:- PMP or equivalent project management certification.
- Experience developing efficient processes for contract and program management.
- Proven track record in identifying and developing new business opportunities.
Travel Requirements:- Periodic travel required to client sites, customer locations, project sites, and industry events for inspections, meetings, program oversight, and partner engagement.
