The Port of Oakland is currently recruiting for the position of Port Maintenance Foreman. Under direction, a foreman assures that performance standards are being met and that the policies and procedures are being observed. The scope of the work includes broad knowledge of maintenance and Port construction and understanding of the application of most operating policies. Performs other related work as required.

Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed. Incumbent may perform other related duties at the equivalent level.

  • Assigns and supervises the work of a group of maintenance and construction craftsmen and laborers in the maintenance, alteration and repair of airport and marine terminal, industrial and airport facilities including buildings, roofs, wharves, sewer systems, drainage systems, paved areas such as streets, parking lots, runways, taxiways, aprons and terminals, ancillary areas and landscaping; submits time cards for crew showing work done and hours spent.
  • Selects and orders materials, supplies, and equipment; records material used.
  • Estimates time and materials cost; lays out and assigns work; implements safety programs; prepares budgets; reviews worker performance; prepares performance reports.
  • Inspects structures to determine repair needs; inspects routine projects in process.
  • Works from plans, blueprints, and specifications.
  • Sets up work sequences to conform to Safety Orders of State of California.
  • Coordinates disbursement of equipment.
  • Maintain inventory control over materials, equipment, and hardware used by work crews.
  • Utilizes computerized Maintenance Management System (CMMS) to schedule work, track costs and productivity, and generate reports.
  • Performs other related duties as assigned.

EDUCATION AND EXPERIENCE

These positions require graduation from high school and two years experience in public works construction and maintenance PLUS one year of experience in a lead position. Classes and/or courses taken in leadership or supervision is desirable.

KNOWLEDGE, SKILL AND ABILITIES

Knowledge of:

  • Practices, methods and materials used in construction, alteration, and maintenance of building, grounds and related facilities.
  • Characteristics and testing methods of asphalt, concrete and road or runway sub-grades.
  • Principles and techniques of effective employee supervision and leadership, including selection, training, work evaluation and discipline.
  • Safe work methods and safety practices pertaining to the work.
  • Codes, ordinances and guidelines pertaining to the work.
  • MS Word, Excel, e-mail and basic computer skills etc.

Ability to:

  • Read and interpret plans, blueprints, and specifications.
  • Apply health and safety principles.
  • Prepare time and cost estimates.
  • Exercise sound independent judgment within general policy guidelines.
  • Implement planned and preventive maintenance program.
  • Establish and maintain effective working relationships with those contacted in the performance of required duties and to work in a team environment.
  • Compose basic reports, maintain basic records and perform basic mathematic computations.
  • Evaluate proposed work efforts, or alternative solutions to maintenance or construction problems.

THE SELECTION PROCESS

Stage I: Application and Supplemental Questionnaire Evaluation (Pass/Fail)– The first stage in the selection process will consist of an applicationandsupplemental questionnaire, appraisal review (pass/fail). Applications submitted without acompleted supplemental questionnaire will not be given further consideration. Meeting the minimum qualifications does not guarantee advancement to the next stage. Only the most suitably qualified candidates will be invited to Stage II.

Stage II: Assessment Examination (Weighted 100%)– The second stage of the selection process may consist of a combination of job-related situational project exercises and an oral panel interview designed to assess technical knowledge and any additional KSAs. Job-related situational project exercises may consist of written exercises, performance exercises or other situational exercises that would assess the KSAs. The Assessment Examination is designed to test the applicant’s overall aptitude for the position.

Candidates must achieve a scale score of 70 or more on this examination to be placed on the eligible list for employment consideration. The Port of Oakland reserves the right to modify the selection process as necessary to conform to administrative or business necessity.

Must possess a valid California Class C driver license at the time and for the duration of appointment.

Incumbents in this classification may be assigned either to the Airport or Harbor work location. In order to comply with the security requirements of the Transportation Security Administration (TSA) for incumbents assigned to the airport and U.S. Customs for individuals who have unescorted access to secured areas of the harbor, each incumbent is required to successfully complete a Transportation Security Administration (TSA) background check, which will include a fingerprint-based Criminal History Records Check (CHRC) and a Security Threat Assessment (STA), prior to being considered for this position.

In addition, the incumbent assigned to the airport may be required to complete and pass a U.S. Customs Airport Security Program Check (19CFR122.182). This status must be maintained for the duration of employment at the Airport.

The Department of Homeland security requires all employees who must have unescorted access to regulated marine terminal facilities to be in possession of a Transportation Worker Identification Credential (TWIC). Employees will need to undergo a background check before being issued a TWIC card. This status must be maintained for the duration of employment at the Port in this classification.

Must be available for on-call duty as required by emergency situations or as required for uninterrupted operations in accordance with and adherence to Port emergency protocols.
