This recruitment will fill two non-permanent positions.
The Washington State Department of Correction’s has a unique opportunity for collaborative and reliable individuals to join our Policy Office as Policy Specialist (Administrative Regulations Analyst 3)! The goal of this position is to provideconsultation and assistance in the development of Department policy for compliance with RCW and WAC.
As a Policy Specialist, you will contribute to the agency’s mission of improving public safety by positively changing lives through enhancing community safety and effectively communicating correctional program expectations. You will analyze proposed and existing Department policies and forms, and track changes as necessary.
Collaboration is key in this role as you will work with unit employee’s policy authors, and other stakeholders to conduct comprehensive and constructive reviews of Department policies and forms and make recommendations for updates/revisions. You will use the Revised Code of Washington (RCW), Washington Administrative Code (WAC), and other Department policies to ensure compliance with content requirements.

As an Administrative Regulations Analyst 3,some of your duties will include:
- Review and revise Department policies to include:
- Initiating and coordinating reviews of Department policy and forms, which provide instruction and guidance, through established review procedures
- Researching statutes, other materials, and best practices to write and update Department policies
- Working with employees, contract staff, and stakeholders throughout the Department to conduct comprehensive and constructive reviews policies, and recommend and provide assistance for changes
- Evaluating policies to determine compliance with RCW, WAC, legislation, audit standards, the Governor's and Department management expectations, consistency with other policies and regulations, reflection of current Department practices, and conformance with plain talk readability standards.
- Review and revise facility operational memorandums
- Respond to policy inquiries, including Public Disclosure and Attorney General requests
- All other duties as assigned
What we need (required qualifications):
- One (1) year of experience coordinating/editing policies, procedures, technical manuals, or contracts, or equivalent experience
- Experience coordinating/editing DOC policies or facility operational memorandums highly desirable
- Demonstrates excellent skills in editing documents for plain talk, correct grammar and punctuation, and proofreading for quality control
- Multitasking: Able to multitask and handle multiple priorities at the same time
- Able to continually re-prioritize work to maintain a continuous high-volume workload
- Advanced-level proficiency with Microsoft Word and Outlook
- Basic-level proficiency with Microsoft Access and Microsoft Excel
- Communication Skills: Able to clearly and concisely communicate expectations and issues and adequately provide guidance and training
What will make your application stand out (preferred qualifications):
- Bachelor's Degree in English, Social Sciences, Public Administration, or other closely related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA), or a foreign equivalent
- Familiarity with Revised Code of Washington (RCW) and Washington Administrative Code (WAC) highly desirable
- Demonstrated ability to build effective relationships and partnerships with a wide variety of individuals, internally and externally

Telework Details
This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.
