Job summary

Endurance Energy in Washington is seeking a Policy & Operations Manager to execute our priority permitting and environmental workstreams. You will collaborate with the Directors to turn a one-line ask into a permit package, comment letter, or regulatory memo, drafting material for agency meetings and staff in a fast-paced setting.

This role sits with the technology at sea, requiring travel to Seattle and deployment sites, and coordinating across engineering, legal, and commercial teams to build

Qualifications

• 2+ years in policy, government affairs, environmental permitting, or program management.
• Based in the Washington, DC area and able to be in person.
• Working knowledge of NEPA and related environmental review laws.
• Proven track record managing cross-contributor projects to deadlines.
• Concise writing for policymakers and regulators; AI as a tool is allowed.
• Ability to absorb technical material for non-technical audiences.
• Willingness to travel 15–25% between Seattle and deployment sites.

Responsibilities

• Own discrete policy projects end to end with limited oversight and tight timelines.
• Track federal/state activity, rulemakings, and agency actions relevant to geothermal and offshore energy.
• Draft and edit policy memos, talking points, letters, and briefing books.
• Support permitting and environmental review for demonstration and commercial projects.
• Build and maintain a source of truth for permitting status and deadlines across projects.
• Coordinate across engineering, marine ops, legal, and commercial teams to assemble the technical record.
