Qualifications

• Bachelor's degree required; five years of related work experience preferred.
• Experience in analysis and planning required.
• Working knowledge of Hawaii's legislative environment and government program operations.
• Proficiency with Microsoft Office applications (Word, Excel, Outlook, PowerPoint).
• Valid driver's license and access to a vehicle.

Responsibilities

• Develop and analyze significant public policy initiatives.
• Generate abstracts of legislative issues across the state and country.
• Define business needs to develop recommendations for HMSA's external policy positions.
• Manage processes across internal departments to develop recommendations.
• Represent HMSA at state agency meetings, hearings, and external policy groups.
• Build and maintain relationships with legislators, government officials, and advocacy groups.
• Communicate HMSA's positions clearly to external partners.
• Promote HMSA's legislative agenda through educational initiatives and campaigns.
• Prepare and present project updates and regulatory/legislative initiatives to senior management.
