Job summary

The Maryland General Assembly seeks a Policy Analyst I in the Office of Policy Analysis to perform nonpartisan analysis across budgets, fiscal notes, and proposed legislation. You will draft amendments, analyze regulations, and staff delegations, contributing quantitative and qualitative insights to legislators.

Requirements include a master’s or law degree, strong writing and analytical skills, and the ability to work independently and in teams.

Qualifications

• Master’s degree or law degree with interest in economic, fiscal, legal, or public policy analysis.
• Excellent writing and verbal communication skills.
• Strong analytical abilities, including basic statistics, math, and finance concepts.
• Proficiency with standard software, including Word and Excel.
• Ability to work independently, in teams, and under time pressure.
• Availability for extended hours during the legislative session (Jan–Apr).

Responsibilities

• Budget Analysis: evaluate operating and capital budgets of State agencies using revenue, spending and performance data.
• Fiscal and Policy Notes: analyze fiscal, economic, legal effects of legislation and prepare official estimates.
• Legislation: draft legislation and amendments, staff delegations, analyze regulations.
