Job summary

The City of Emeryville is seeking a Parking Enforcement Officer to patrol assigned areas, issue citations, and enforce local and state parking regulations. You will interact with the public, operate radio equipment, and coordinate towing when needed.

Qualified candidates typically have a high school diploma and 2 years in public contact or customer service. Willingness to work varied shifts, outdoors in all weather, and pass background checks is required.

Qualifications

  • High school diploma plus two years of public contact or customer service experience.
  • Bilingual ability and college credits desirable.
  • Computer experience desirable.

Responsibilities

  • Patrol an assigned area to enforce parking rules and regulations.
  • Place warning tags and arrange for towing of violators.
  • Issue citations for parking violations and improper use of zones.
  • Operate radio and access CLETS data to verify vehicle identity.
  • Complete citation data with time, place, and violations.
  • Answer public questions about parking laws and locations of city facilities.
  • Maintain records for long-term parking violations and prepare requested reports.
  • Notify police of incidents and assist with enforcement activities.
  • Sign off on correctable citations and report damaged meters or signs.
  • Check enforcement vehicles and perform basic maintenance; respond to service calls.
  • Provide traffic control when needed and perform other duties as assigned.

Job description

  • Patrol an assigned area of the City to observe automobiles, motorcycles, commercial vehicles, and other vehicles for parking violations; enforces related local regulations and ordinances and State vehicle code laws;
  • Places warning tags on vehicles subject to towing; arranges for towing of abandoned vehicles, vehicles with expired licenses, or illegally parked vehicles;
  • Issues citations for expired meters, improper use of specially designated or timed zones or lots, improper parking such as parking in crosswalks or other sidewalks, expired registration, improperly licensed vehicles, improperly parked motorcycles, parking in preferential areas, and related violations;
  • Operates computer equipment and two-way radio; marks vehicles to detect abuse of timed areas; accesses the California Law Enforcement Telecommunication System (CLETS) data bases to determine vehicle identity;
  • Completes data required for citations including but not limited to code sections violated, time, date, and location of offense, vehicle license plate number and/or vehicle identification number;
  • Answers a wide variety of questions from the public regarding parking and related traffic laws, location of public buildings, parks, municipal facilities, and other points of interest; interacts with hostile and irate parking violators;
  • Maintains records for long-term parking violations;
  • Completes declarations of citation circumstances to assist in prosecution of parking violations;
  • Notifies police of incidents involving abusive behavior by the public and responds to complaints from the public;
  • Signs off on correctable citations for registration and equipment violations;
  • Tags and/or reports malfunctioning parking meters, faded paint on curbs, vandalized signs, and other obstacles that may impede enforcement or hinder the public from understanding and obeying the law;
  • Checks operational condition of enforcement vehicles and performs routine operator maintenance such as filling gas tank, checking and adding oil, inflating tires, etc.;
  • Responds to calls for service;
  • Reports malfunctioning enforcement vehicles and takes them for service and repair;
  • Provides traffic control when assigned or as necessary; and
  • Completes other duties as assigned.

Any combination of education and experience that would likely produce the required knowledge and abilities is qualifying. A typical way to qualify is equivalent to high a school diploma and two (2) years of experience in public contact, customer service, or related experience. Computer experience, as well as being bilingual and possessing college credits, are desirable characteristics.

Licenses/Certifications:

Possession of a valid California driver’s license with a satisfactory driving record by date of appointment.

Special Requirements:

This position also requires a background check and pre-employment medical examination.

Must be willing to work evenings, nights, weekend shifts, holidays, and as needed on an emergency basis. Must be willing to work outdoors in all weather conditions.

Must also possess mobility to work in a standard office setting and use standard office and law enforcement communications equipment; the manual dexterity to operate a personal computer, typewriter, photocopier, word processor; ability to sit for extended periods; stand, walk, bend, reach above and below shoulders, lift and carry objects weighing up to 20 pounds; and work occasional long hours.

Knowledge and Abilities
  • Has the ability to learn and enforce applicable local and State codes, ordinances and regulations governing parking within the City limits;
  • Knowledge of safe work methods and safety regulations pertaining to the work including driving habits;
  • Ability to learn basic geographic layout of the City;
  • Ability to operate a motor vehicle safely while observing parking violations and conditions;
  • Ability to interact tactfully and effectively with those encountered in the course of the work, including hostile and irate citizens;
  • Ability to write clear and concise records, reports, declarations, and citations;
  • Ability to understand and follow oral and written instructions;
  • Ability to read, interpret and apply parking codes and ordinances;
  • Ability to use sound independent judgment within established procedures and regulations; and
  • Ability to read and interpret maps.

Annual Hours: 2080 (40 hours per week)
FLSA Status: Non-Exempt
