Position Summary

The MSP Airport Police Department is hiring!

The Minneapolis-St. Paul Airport Police Department (MSP APD), a division of the Metropolitan Airports Commissions (MAC), serves the entire airport campus. The department is comprised of approximately 200 employees which includes full-time officers, part-time officers assigned to terminal checkpoints, community service officers, and civilian administrative positions along with our own 911 Emergency Communications Center. This makes MSP APD one of the largest police departments in the state.

The Police Records Management Supervisor is responsible for the administration and oversight of the Records Management System (RMS) and related property and evidence and digital data (body-worn, in-squad and interview room cameras) for the Airport Police Department. Plans, assigns, oversees, and participates in the work of staff providing support to department members. Supervises, trains, provides performance feedback and conducts annual reviews, addresses conflict, implements disciplinary measures and assists in selection of new hires. Acts as the department's data practices designee. Provides police records to the public, prosecution, law enforcement agencies, and MAC departments. Reviews police reports and property and evidence reports for accuracy and completeness. This position requires the ability to perform effectively in an environment of continuous change.

Hours/Schedule: Typical work hoursare Monday-Friday, 7:30 am - 4:00 pm or 8:00 am - 4:30 pm. There may be some flexibility in relation to specific work schedule. Most of the work for this position is completed onsite with a possibility for a hybrid onsite/remote work schedule following six months of employment.

Successful candidates must pass a comprehensive background check and be able to obtain a Security Identification Display Area (SIDA) airport badge.

Position Description

RELATIONSHIPS

Supervisory - Reports to the Police Administrative Manager. Direct supervisory responsibilities for the Front Desk, Records, Property and Evidence, and Video and Data staff.

Organizational - Daily contact with MAC employees and all divisions of the Airport Police Department.

External Business - Frequent contact with airport vendors, Minnesota BCA, Hennepin County Court systems, Records Management System (RMS) vendor and state and federal law enforcement agencies.

Job Duties

Oversight and maintenance of police records

  • Review reports for completion, accuracy and proper offense assignment and disposition.
  • Responsible for quality control of all reports, including proper spelling and grammar.
  • Review, perform and record all court-ordered records data expungement/seal requests.
  • Review high profile records data requests.
  • Ensures cross-training of staff and appropriate documentation of each function within the division is property maintained and updated.
  • Review, oversight and maintenance of department statistical data and reporting requirements.
  • System administrator for the RMS and associated programs.
  • Ensure staff comply with National Crime Information Center (NCIC), Minnesota Court Information Systems (MNCIS) and National Incident-Based Reporting System (NIBRS) rules and regulations.
  • Read and interpret court disposition records.
  • Maintain confidentiality in all matters concerning personnel and privacy policies.
  • Demonstrate support for department commitment to excellent customer service.
  • Responsible for ensuring data released is in accordance with and in compliance to all data practices rules and regulations.
  • Responsible for maintaining report related records according to all applicable retention schedules.

Oversight and maintenance of property and evidence

  • Review property and evidence records and related activity for compliance with department policies and procedures.
  • Update and review property and evidence training documents and user manuals.
  • Review property and evidence Audit and Discrepancy Reports for inventory accountability.
  • Monitor timely disposition of property and evidence.
  • Assist with organizational audits of department property and evidence.

Manage employee duties, assignments, productivity and reviews

  • Monitor work activities of personnel assigned to the front desk, records, property and evidence and video/discovery areas.
  • Ensure staff are properly cross trained to provide back-up support as needed.
  • Facilitate effective working relationships among department employees.
  • Support department goal setting planning in accordance with the department's mission.
  • Conduct staff meetings to communicate updates, announcements or procedural changes.
  • Hold one-on-one staff development meetings and conduct annual performance reviews.
  • Manages conflict, coaches and issues discipline as warranted.
  • Participates in hiring and selection of new staff
  • Manage employee schedules to accommodate sick leave and vacation requests.
  • Oversee bi-weekly payroll for division staff.

Foster Employee Development

  • Ability to communicate clear performance expectations and standards to staff.
  • Provide training regarding new concepts, applications, procedures, and software.
  • Encourage and maintain a rewarding and productive work environment.
  • Evaluate work environment and implement change as needed.
  • Research opportunities to support growth and development toward the accomplishment of department objectives.
  • Work closely with administrative manager and training sergeant to coordinate training for staff.

Other Duties

  • Supervise the operation of the office equipment including all RMS related software programs, transcription software, property and evidence software and scanners and PCs. Involved with research, purchase, design and implementation of new software systems.
  • Conduct background/prior contact/permit to carry checks for outside agencies.
  • Respond to inquiries from other law enforcement agencies, prosecuting attorneys, the public and airport tenants.
  • Ensure daily coverage for front desk.
  • Oversight of police video and data requests from data subjects and other law enforcement, attorneys (discovery) and outside agencies.
  • Proofread and edit documents.
  • Provide certified copies of reports as requested.
  • Provide confidential/sensitive data as requested by Command Staff.
  • Make immediate decisions as appropriate when established policies or procedures do not address a unique situation.
  • Establish and maintain effective working relationships with department members, associates, vendors and the public.
  • Maintain strict confidentiality.
  • Achieve a level of proficiency in current and future records management software.
  • Maintain current documentation of all records management procedures.
  • Attend classes as required to stay current with changes affecting records management and property and evidence duties and retain applicable certifications.

Minimum Requirements

  • Associates (two-year) degree in business administration, public administration, criminal justice, or a related field AND two or more years of experience in a lead worker role where the primary duties included, but not limited to: providing direction to other staff, organizing job duties, training, troubleshooting and addressing concerns - OR -
  • Three (3) years of full-time supervisory experience where the primary duties included hiring, discipline, identifying and resolving conflict, training and evaluating performance **Current employees may attach a copy of their MAC Supervisory Skills Development Program Certificate completed within the last 4 years to meet this requirement.**
  • Two (2) or more years of recent comprehensive experience working with police records and utilizing a Records Management System.
  • Excellent analytical and problem-solving skills.
  • Ability to lead in a calm manner, effectively resolve conflicts, and deliver excellent customer service.
  • Clear and articulate written and communication skills.
  • Excellent spelling, grammar, and proofreading skills.
  • Ability to prioritize workload and function in a fast-paced environment.
  • Ability to maintain confidential and private information.
  • Proficiency with technology, including computers and software programs such as Microsoft Word, Excel and Outlook.
  • Ability to pass BCA Criminal Justice Reporting System and Criminal Justice Information Systems certification tests during probationary period. Appropriate time and training will be provided upon hire.
  • Must pass a comprehensive background check.

Desirables

  • Associates (two-year) degree in business administration, public administration, criminal justice or related field.
  • Previous supervisory experience.
  • Knowledge of the Minnesota Data Practices Act, its application to law enforcement and experience handling requests for public, private and confidential information.
  • Knowledge of National Crime Information Center (NCIC), Minnesota Court Information Systems (MNCIS) and National Incident-Based Reporting System (NIBRS) rules and regulations.
  • Experience reading and interpreting court disposition records.
