Job summary

The good-faith pay range for this role is $101,400 - $147,600 per year. Actual compensation may vary and may be above the posted range based on factors such as a candidate's skills, experience, education, certifications, and work location.

What your job will be like:

The PMO Policy and Assurance Program Lead strengthens Jefferson Lab's project management culture by developing, maintaining, and assessing procedures for core PMO functional program areas, including: Project Risk Management, Earned Value Management System/PARS, Project Cost Estimating, Project Management Systems and Tools, and Training and Development. This role designs and executes proactive self-assessment programs to ensure functional areas remain effective and current. Supporting the Project Assurance Officer, the Lead helps maintain EVMS certification, assists with preparation for DOE OPA and Director's reviews, and to ensure compliance with DOE and contractual requirements. As needed, the Lead may support or manage individual projects for laboratory organizations. This strategic, hand on role is ideal for those skilled in governance frameworks, continuous improvement, and cross lab collaboration.

In this job you will:

• Develop and maintain PMO functional area policies, procedures, and guidance (PPG) for key PMO disciplines, including risk management, quantitative analysis practices, Monte Carlo methodologies, and cost estimating standards.
• Create, deliver, and maintain training and readiness programs for Control Account Managers (CAMs) and Project Controls Analysts (PCAs), including instructional materials, competency assessments, and evaluations of training effectiveness.
• Design and implement a datadriven PMO selfassessment program that uses risk models, cost metrics, EVMS performance data, and Monte Carlo outputs to assess maturity, compliance, and effectiveness across PMO functional areas.
• Evaluate PM systems and tools for utilization, compliance, and effectiveness; recommend improvements to ensure alignment with DOE O 413.3B and bestpractice project management methodologies.
• Support projects and the Project Assurance Officer by conducting cost and risk analyses for DOE Independent Project Reviews, enhancing PARS reporting and performance evaluation accuracy, and preparing analytic inputs for Director's Reviews.
• Lead operations and provide hands on project support as assigned by the PMO Director, including coaching project teams, performing technical analyses, and contributing specialized expertise on risk, cost, EVMS, and PM systems.

Additional Responsibilities

• Tasks and assignments related to PMO function and/or Jefferson Laboratory project management capabilities and culture as assigned by the PMO Director.

Experience

• Required: 10 or more years Project management functional role (PM, PgM, PCA, PgMA, Project Coordinator, Project Administrator)
• Preferred: 3 or more years Process improvement and assurance

Education

• Required: Bachelor's Degree
• Preferred: Master's Degree

Licenses and Certifications

• Required: Certified Project Management Professional (PMP)-PMI PMP
• Preferred: PgMP - Program Management Professional PgMP
• Preferred: Earned Value Professional EVP

Knowledge, Skills, and Abilities

• Strong understanding of project management principles, DOE O 413.3B requirements, Earned Value Management, project risk management, and cost estimating practices.
• Familiarity with project management systems, tools, and governance frameworks used to support complex scientific or capital projects.
• Working knowledge of federal/DOE requirements related to project assurance, compliance, and performance reporting.
• Excellent policy writing and process development skills, with the ability to translate technical requirements into clear guidance.
• Skilled in conducting project assessments and reviews and synthesizing findings into actionable recommendations.
• Strong analytical abilities, including interpreting project performance data and identifying trends or improvement opportunities.
• Effective communicator with strong presentation, facilitation, and stakeholderengagement skills.
• Ability to design and implement continuousimprovement and selfassessment programs.
• Ability to interpret regulatory and contractual requirements and apply them to PMO practices.
• Ability to work collaboratively across teams, build alignment, and influence adoption of best practices.
• Ability to manage multiple priorities and support operational or project needs as assigned.
• Skilled in project planning and management throughout the project lifecycle.
