Job summary

Insight Global is seeking an IT PMO Manager to lead the PMO within the CIO organization at HII Mission Technologies. The role focuses on portfolio oversight, governance, and enabling delivery excellence across IT initiatives.

The candidate will mentor PMs and BAs, drive Agile adoption, and partner with Finance, HR, Contracts, and Architecture to align projects with strategic priorities. Hybrid schedule preferred in Northern Virginia area.

Qualifications

• PMP certification required.
• 8+ years leading project/program teams.
• 5+ years supporting IT organizations or equivalent experience.
• Experience maturing a PMO, not just operating within one.
• Experience driving Agile adoption and culture change.
• Strong leadership coaching PMs and teams.
• Experience with portfolio oversight, governance, and exec reporting.
• Proficiency with Jira and Microsoft Project.

Responsibilities

• Provide portfolio-wide oversight of IT projects and initiatives.
• Lead, mentor, and develop PMs and BAs through coaching and performance management.
• Drive PMO maturation initiatives: governance, Agile adoption, and operational excellence.
• Facilitate project reviews and governance meetings; escalate risks and dependencies.
• Collaborate with CIO, Finance, HR, Contracts, and other leaders to align priorities and resources.
• Establish and improve PM standards, reporting, templates, and governance processes.
• Monitor performance, milestones, budgets, and capacity for strategic initiatives.
• Lead high-complexity projects within the portfolio when needed.
• Utilize Jira, MS Project, and PMO tools for execution and reporting.
• Maintain clarity and direction in a fast-paced, changing environment.

Insight Global is seeking an IT PMO Manager to lead and mature the PMO supporting the CIO organization at HII Mission Technologies. Responsibilities include, but are not limited to:

• Providing portfolio-level oversight across all IT projects and managed initiatives while driving visibility into resource allocation, capacity planning, project health, risks, and priorities.
• Leading, mentoring, and developing a team of Project Managers and Business Analysts through regular one-on-ones, coaching, performance management, and professional development.
• Driving PMO maturation initiatives focused on governance, Agile adoption, organizational change management, delivery consistency, and operational excellence.
• Facilitating project reviews, governance meetings, portfolio discussions, and stakeholder meetings while serving as an escalation point for risks, dependencies, and resource constraints.
• Partnering with CIO leadership, Finance, HR, Contracts, Pricing, Procurement, Architecture, and other business leaders to align projects, priorities, and resource demand.
• Establishing and improving project management standards, reporting frameworks, governance processes, templates, and best practices across the organization.
• Monitoring project performance, delivery milestones, budgets, schedules, and team capacity to ensure successful execution of strategic initiatives.
• Leading higher-complexity projects and managed initiatives when necessary while maintaining overall portfolio oversight.
• Utilizing Jira, Microsoft Project, and other PMO tools to drive project execution, reporting, forecasting, and stakeholder communication.
• Operating effectively in a fast-paced environment with changing priorities, competing demands, and evolving organizational needs while providing clarity and direction to project teams.

• Strong stakeholder management and executive presence
• Local to Northern Virginia / able to support hybrid schedule (3 days onsite) -Federal, Defense, DoD, or national security environment experience
• Experience supporting CIO organizations
• Experience with PMO maturity assessments and PMO transformation initiatives
• Resource allocation and capacity planning framework experience
• Portfolio management and project prioritization experience
• Experience creating governance playbooks, templates, and operating procedures
• AWS GovCloud and/or Microsoft GCC High environment exposure
• Familiarity with NIST, CMMC Level 2, cybersecurity, or compliance-driven projects
• Agile certifications (CSM, PMI-ACP, SAFe, PgMP, etc.)
• Experience driving organizational change and adoption at scale
• Experience leading teams through Agile transformations
• Visio/process flow documentation experience
• Experience managing large, complex portfolios with competing priorities
• Ability to balance strategic leadership with hands-on project involvement
