Job summary

Ann Arbor City Hall is seeking a qualified Plumbing Inspector to inspect plumbing systems during construction and ensure compliance with the Michigan Plumbing Code and city codes. You will review permits and plans, identify violations, and maintain detailed inspection records.

The role requires MI licensing (journeyman or master plumber), ACT 407 registration, and ongoing CEUs. You will advise contractors and property owners, respond to inquiries, and stay current with code changes through

Qualifications

• High School Diploma or GED required.
• Two years as a licensed journey plumber in Michigan or a Master Plumber.
• Must complete CEUs for license maintenance.
• ACT 407 registration within 30 days of hire.

Responsibilities

• Conducts inspections of plumbing systems during construction to ensure code compliance.
• Inspects plumbing installations including water supply, drainage, sewers and backflow devices.
• Review permit applications, plumbing plans, and specifications prior to inspections.
• Identify code violations and issue corrective actions.
• Maintain records of inspection results with reports and photos.
• Provide technical guidance to contractors and building owners regarding plumbing code requirements.
• Respond to public inquiries related to plumbing systems and code enforcement.
• Stay current on Michigan Plumbing Code updates through continuing education.
• Coordinate with other departments to ensure safety of plumbing systems.
• Assist in developing policies and guidelines for inspections and enforcement.
• Coordinate and conduct investigations of complaints and enforcement of ordinances.
• Interpret and explain City codes and regulations.

Education

High School Diploma or GED

Two years as a licensed journey plumber in Michigan or Master plumber in Michigan

Starting Rate: $34.67 - $35.53 (Offer will be commensurate with experience)

After hire, pay increases are dependent on length of service, advancement in the position, and other contractual factors.

Duties are performed under the direct supervision of the Building & Rental Services Manager or designee and may include the following:

• Conducts inspections of plumbing systems during various stages of construction, renovation and repair to ensure compliance with the Michigan Plumbing Code and city codes.
• Inspects plumbing installations, including water supply systems, drain systems, sewer systems, backflow prevention devices, and related components.
• Review permit applications, plumbing plans, and approved specifications prior to conducting inspections.
• Identify code violations, hazardous conditions, and substandard installations during inspections, issue corrective action notices when necessary.
• Maintain accurate records of inspection results, including reports and photographs, and trac corrective actions until compliance is achieved.
• Provide technical assistance and advice to contractors, homeowners, and building owners regarding plumbing code requirements and safety protocols.
• Respond to public inquiries, complaints and concerns from the public related to plumbing systems and code enforcement.
• Stay current on changes to the Michigan Plumbing Code, local ordinances, and industry standards, through continuing education and professional development.
• Work closely with other departments, agencies and stakeholders to ensure the safety and integrity of plumbing systems within the community.
• Assist with the development of policies, procedures, and guidelines related to plumbing inspections and code enforcement.
• Coordinates and conducts investigations of complaints and enforcement of ordinances.
• Interprets and explains City codes and regulations.

Education, Training and Experience Required:

• High School Diploma or GED Equivalent
• Two (2) years as a licensed journey plumber in the State of Michigan, or current Master plumber in the State of Michigan.
• Must complete CEU’s for maintenance of Licenses and Certifications
• Act 407 (formerly Act 54) registration or (within 30 days of hire, must make application for ACT 407 registration to the State of Michigan)

Education, Training and Experience Preferred:

• Currently registered as a Plumbing Inspector and Plumbing Plan Reviewer with the State of Michigan
• Two (2) years plumbing inspection and plumbing plan review experience

Licensing Requirements:

• Journey or master license from the State of Michigan documented plumbing experience

The physical ability to climb/balance: climb stairs, ladders, inclines, uneven surfaces where balance is required; drive, stoop, bend, kneel and crouch; stand and walk for extensive periods of time; reach, push, pull, lift, grasp, feel, hear, see, talk and perform repetitive motions.

The ability to safely operate a motor vehicle.

The ability to safely maneuver in and around construction sites. The ability to traverse on rough, uneven terrain, as well as wet and slippery surfaces to access work areas. Work requires the ability to stand and walk for extended periods of time. The work may occasionally require the ability to move and lift objects weighing up to 20 pounds such as files, supplies, mail and equipment.
