Job summary

Portland General Electric is seeking a Manager, Plant Operations for Beaver and Clatskanie, OR to lead the safe, reliable and efficient operation of its power generation fleet. You will manage a team of plant operators, oversee daily production, and ensure compliance with environmental and safety standards.

The role requires a Bachelor's degree in engineering or related field, 8+ years in power plant operations with 2+ years in supervision, and strong skills in leadership, budgeting, and risk

Qualifications

  • 8+ years in power plant operations with 2+ years in management/supervisory roles.
  • Knowledge of OSHA, NERC, FERC, NEC, NFPA 70 and related standards.

  • Staff Training: oversee effectiveness of operations training program.

Manager, Plant Operations – Beaver, Clatskanie, OR

In this role, you'll ensure the safe, reliable and efficient operation of PGE’s power generating fleet and generation plants.

Key Responsibilities
  • Plant Operations Management: Manages a team of plant operations staff responsible for operating energy generation and ancillary facilities (e.g., water treatment plant); provides technical management, ensuring objectives are met and all relevant standards/procedures and regulations (environmental and safety) are followed; responsible for the safe execution of work; ensures operational problems are identified and resolved; keeps procedures current and fit for purpose.
  • Day‑to‑day Operations: Manages day‑to‑day operations of a power generation plant safely, reliably and economically within the constraints of complex regulatory requirements; ensures Power Operations’ needs for plant output are met; works with other functional areas and plant management to balance goals and costs to achieve best results; develops, administers and enforces procedures and policies for plant operations; ensures plant maintenance activities meet the priorities of plant operations.
  • Staff Training: Responsible for the effectiveness of the operations training program.
  • Emergency Planning & Response: Assists plant manager with implementation of an emergency action plan; develops and maintains procedures for effective plant operation, testing, startup and shutdown and for operating equipment in emergency situations; leads and/or participates in periodic staff training in carrying out the plans for the plant as it relates to floods, earthquakes, fire, equipment or structural failures and other emergencies.
  • Safety Leadership: Promotes, trains team members and monitors safety practices.
  • Financial Management: Monitors and manages expenditures, ensuring all financial targets are met; examines areas where budgets/expenditures vary from plan; assists with the definition and operation of effective financial controls and decision making.
  • Resourcing: Oversees resourcing decisions and planning for the team; partners with HR in the definition of jobs, recruitment, evaluation and selection processes.
  • Professional Development: Reviews organizational development needs and training strategies to determine required learning and development outcomes for the team; provides guidance in the creation of development plans; monitors ongoing progress and provides coaching and mentoring and feedback; completes annual performance management reviews.
Qualifications
  • Education: Bachelor’s degree in engineering or related technical discipline or equivalent experience.
  • Experience: Eight or more years of progressively responsible experience in power plant operations, maintenance, engineering and related support activities or a related field and two years of management/supervisory experience preferred; previous experience managing bargaining employees is a plus; Combined Cycle Power Plant experience desired.
  • Knowledge: Advanced knowledge of plant systems and equipment, environmental requirements, operating principles, root‑cause analysis application techniques, industry compliance requirements, standards and reporting (OSHA, NERC, FERC, NEC, NESC, NFPA 70, etc.), mechanical, electrical, water chemistry and controls, electrical transmission, distribution and protective devices, labor relations, budgetary and planning practices, and computer systems including Microsoft Office.
  • Skills & Abilities: Advanced analytical thinking, decision‑making, interpersonal, organization and prioritization, problem‑solving, project management, written/oral communication; intermediate skills in computer systems and organization management; ability to adhere to response times, accuracy standards, follow‑through on decisions; ability to collaborate, communicate, adapt to change and demonstrate self‑awareness; ability to safely handle lifting up to 50lbs; safety compliance.
Physical Capabilities
  • Valid driver’s license and history of safe driving practices.
  • Frequent daily driving/travel/commute within the service territory; occasional driving/travel inside/outside the service territory.
  • Regular computer use during entire work shift.
  • Lifting/pushing/pulling up to 50lbs; carrying up to 50lbs.
  • Work on unstable surfaces requiring balance (elevated areas such as catwalks, roofs, high buildings), confined spaces, walking long distances over rough, uneven or rocky surfaces, stairs over 10 steps, ladders over 10 rungs.
