Job Summary

JOB SUMMARY:

An employee in this position supervises technicians engaged in mechanical and electrical maintenance activities associated with Water and Sewer facilities. The employee in this position will be required to carry a cell phone while on standby and is subject to being called in for division emergencies and as an essential personnel position, must be able to respond to emergencies as needed throughout the Department of Public Works.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Responsible for maintaining all Water and Sewer Facilities by managing preventive maintenance, completing repairs, and completing equipment/process upgrades to ensure that facilities are safe and compliant with regulatory requirements.
  • Directs, coordinates, and supervises the installation, maintenance, repair, and upgrade of mechanical, electrical, and instrumentation and control systems.
  • Reviews operating reports and repair requests and schedules daily work assignments for staff accordingly.
  • Plans, assigns, coordinates, and supervises the installation, maintenance, repair, and upgrade of mechanical, electrical, and instrumentation and control systems.
  • Operates test apparatus during test cycle to produce, regulate, and record effects of actual or simulated conditions. Verifies that the calibration of process instruments are within the manufacturer's specified tolerances.
  • Troubleshoots equipment and makes corrections and repairs through the use of technical references, manuals, schematics, and test equipment. Uses test equipment to troubleshoot electrical system failures and analyze performance data.
  • Coordinates contracted services.
  • Locates repair parts, obtains pricing, enters purchase requisitions, and orders parts as needed.
  • Maintains the Water and Sewer instrument calibration and personal protective equipment testing programs.
  • Assists the Superintendent in the budget preparation process by making recommendations for improvements and compiling associated justification reports and technical information.
  • Maintains records of preventive maintenance performed to include repairs made and costs for labor and parts in written form and in Asset Management Software Database.
  • Establishes and maintains effective working relationships with City officials, co-workers, vendors and the general public by providing exceptional customer service.
  • Answers telephone and communicates information professionally to vendors, other departments, and the general public.
  • Operates a vehicle on a regular basis observing legal and defensive driving practices.
  • Performs guidance and field supervision for the Plant Maintenance Technician I-V positions in accordance with the organization's policies and applicable laws.
  • Trains employees and leads field work.
  • Performs other duties as assigned.

SUPERVISORY RESPONSIBILITIES:

  • Assists the Superintendent with daily supervision of department staff in accordance with the organization's policies and applicable laws.
  • Interviews and trains employees; plans and assigns work; appraises performance; rewards and disciplines employees; addresses complaints and resolves problems.

REQUIRED EDUCATION AND/OR EXPERIENCE:

  • High school diploma or general education degree (GED)
  • Completion of a four-year technical school in the electrical trade; or
  • Four (4) years of experience in industrial electricity and facilities maintenance to include low and medium voltage electrical applications; or
  • Four (4) years of combined education and experience

REQUIRED CERTIFICATES AND/OR LICENSES:

  • Vehicle Operator's license with satisfactory driving record that meets insurability standards of the City's insurance carrier is required. The employee must maintain the license for the duration of their employment.DOT Medical Examiner's Certificate or the ability to obtain in (30) days of employment. The employee must maintain the certificate for the duration of their employment.
  • Grade 4 Maryland Stationary Engineer License or the ability to obtain within two (2) years of employment. Must maintain the license for the duration of employment. EPA 608 Certification as a Type I and Type II Technician or the ability to obtain within two (2) years of employment. Must maintain the certification for the duration of employment.
  • Maryland State Board of Electricians - Journeyman License or the ability to obtain within six (6) months of employment. The employee must maintain the license for the duration of their employment.

REQUIRED SKILLS (Communication/Language; Mathematical; Computer; etc.):

  • Comprehensive knowledge of standard practices, methods, and tools used in maintaining equipment.
  • Comprehensive knowledge of the hazards and safety precautions in the maintenance of equipment.
  • Comprehensive knowledge of administrative software applications and the general ability to use computers in a "Windows" environment and learn various software programs.
  • Complete familiarity of facilities and equipment (e.g., understands the purpose and functionality of processes, process flow profile, equipment location and arrangement, assigned equipment identification, etc.).
  • Advanced knowledge of fire tube boilers and pressure vessels and related work practices and safety; 1) Ability to identify system mountings and understand their function and purpose. 2) Ability to inspect, test, and replace system mountings as needed. 3) Complete understanding of safe and proper operation. 4) Ability to recognize hazardous conditions and react to avoid failures.
  • Advanced knowledge of HVAC systems, work practices, and safety; 1) Familiar with the theory of operation. 2) Familiar with ozone depleting refrigerants and the consequences of its release to the atmosphere 3) Ability to install HVAC systems, complete HVAC related maintenance tasks, troubleshoot system issues, and make any necessary repairs.
  • Advanced knowledge of electrical systems, work practices, and safety; 1) Familiar with the construction and operation of electrical equipment generally used in City owned facilities. 2) The ability to identify system voltages 3) The ability to identify energized parts from others. 4) The ability to identify hazards and familiar with the tools, PPE, and methods needed to protect themselves from such hazards. 5) Ability to install electrical equipment in accordance with code requirements, complete electrical related maintenance tasks, troubleshoot electrical system issues, and make necessary repairs.
  • Advanced knowledge of instrumentation with an ability to inspect, test, calibrate, and replace instruments as needed.
  • Advanced knowledge of process controllers and the ability to work with PLC's as needed to troubleshoot processes, make programming changes, repair hardware failures, etc.
  • Advanced knowledge of network communications; 1) Ability to setup and configure network hardware. 2) Ability to test and troubleshoot network communications problems. 3) Ability to add new devices to a network 4). Thorough understanding of Ethernet, Modbus, ModbusTCP, and various other protocols. 5) Understanding of network hardware and cabling needed to support various network types.
  • Advanced knowledge of supervisory software; 1) Ability to setup and configure devices, communications, variables, trends, alarms, display pages, etc. 2) Ability to use the system for evaluating and troubleshooting processes.

OTHER QUALIFICATIONS / ABILITIES:

  • As a condition of employment this employee must be able to pass respirator physical and fit test. Additionally, the employee is required to maintain facial hair in compliance with Federal Regulations to wear Self Contained Breathing Apparatus during the entire time of employment.
  • As a condition of employment, must successfully pass a criminal background check.
  • Employee is required to wear safety toe boots, and will be required to successfully complete training that will include but not be limited to confined space training, CPR & First Aid, electrical safety, etc.

OTHER DESIRABLES:

* Two (2) years of supervisory experience.

The employee is occasionally exposed to extreme cold, extreme heat, RF energy, and risk of radiation. May be exposed to potentially infectious agents associated with wastewater. The noise level in the work environment is usually moderate.
