Job summary

A leading defense solutions provider in St. Louis is seeking a Plans Officer to support USTRANSCOM's Global Bulk Fuel Management and Delivery program. The ideal candidate will have expertise in operational planning and logistics, with at least five years of relevant experience. Responsibilities include supporting military planning, analyzing operational datasets, and contributing to exercises and training. An Active DoD TS/SCI clearance is required. As a Plans Officer supporting USTRANSCOM, you will help shape the Global Bulk Fuel Management and Delivery (GBFMD) program that enables the Department of Defense to sustain operations worldwide. Working alongside USTRANSCOM J5/4 and partner organizations across the Joint Staff, Combatant Commands, the Services, and DLA, you will contribute to the planning and coordination efforts that ensure fuel logistics are aligned with operational requirements.

This role is ideal for someone who understands operational planning at the Combatant Command or headquarters level and wants to contribute their expertise in logistics and fuel operations to a mission that directly supports global readiness.

What You Will Do
  • Support military planning and coordination between USTRANSCOM and Combatant Command operational plans (OPLANs)
  • Work with Combatant Commands to develop and review OPLANs and War Reserve requirements
  • Provide planning support to USTRANSCOM for special projects and emerging operational needs
  • Support Global Bulk Fuel Management and Delivery governance boards, exercises, and training activities
  • Contribute to USTRANSCOM and Combatant Command exercises and wargames supporting GBFMD planning and execution
  • Read, interpret, and analyze time‑phased force deployment data (TPFDD) and related planning documents to support operational planning and resource allocation
  • Use analytical approaches including statistical analysis, data visualization, and reporting to identify trends and inform decision making
What We Are Looking For
  • Bachelor’s degree
  • Five years of experience supporting USTRANSCOM, Combatant Commands, or DoD headquarters level staffs
  • Experience supporting operational planning activities including OPLAN development or review
  • Experience analyzing planning data such as TPFDD or similar operational planning datasets
  • Ability to collaborate across joint organizations and coordinate with multiple operational stakeholders
Clearance and Eligibility
  • Active DoD TS/SCI clearance is required for this trusted, mission‑facing role
  • Restricted to U.S. persons as defined under 8 U.S.C. 1324b(a)(3)
Location

On site at USTRANSCOM, Scott Air Force Base, Illinois. Some telework may be authorized depending on mission needs.
