Job Description And Duties

Note: Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.

Are you a building inspector, construction supervisor, plans examiner, or mobile home construction expert looking to grow your impact at the statewide level? HCD is seeking a skilled Plans Examiner (District Representative II) to review construction plans and ensure compliance with California’s Health and Safety Codes and Building Standards.

In This Role, You Will:
  • Review and approve building construction plans for mobilehomes, manufactured homes, commercial modulars, and mobilehome park structures
  • Interpret and apply building, mechanical, plumbing, electrical, and health & safety codes
  • Provide expert guidance to engineers, architects, contractors, local officials, and homeowners
  • Respond to complex technical questions related to construction and regulatory compliance
  • Support district staff by offering training, technical advice, and code interpretation
  • Ensure plans are complete and include appropriate documentation from fire, health, and planning authorities

  • This position is subject to enrollment in the DMV Employer Pull Notice program. The incumbent must maintain a valid California Driver’s License (CDL) as a condition of employment. This position requires a broad knowledge of Department policies, State housing laws, rules, and regulations.
