Position Overview

HDR is seeking qualified applicants for a Senior Project Manager and Technical Lead for Utility Infrastructure Planning work in the Southern California Area. This role can be based in Irvine, Los Angeles, or San Diego. Key expertise includes water and sewer system master planning, hydraulic modeling, infiltration and inflow analysis, flow monitoring, GIS analyses, risk assessments, and facility cost estimating. The position involves managing all aspects of planning projects supporting water and wastewater system improvements.

Responsibilities
  1. Serve as project manager for water supply planning projects, overseeing budgets, schedules, and mentoring staff.
  2. Collaborate with clients and internal teams to define project scope, resources, budgets, and schedules. Maintain a project backlog.
  3. Develop and review project execution plans; communicate progress to teams and management.
  4. Lead project teams, supervise engineers/scientists, and coordinate subcontractors.
  5. Manage project finances, ensuring timely and within-budget delivery, and maintain client relationships.
  6. Lead planning and pre-design efforts, including reports, meetings, and presentations.
  7. Maintain positive client relationships and represent HDR in meetings.
  8. Participate in proposals, negotiations, and contract management.
  9. Identify and pursue new project opportunities, lead proposals, and participate in conferences.
  10. Ensure adherence to HDR processes, safety policies, and perform additional duties as assigned.
Qualifications

Preferred:

  • Master’s degree in Civil/Environmental Engineering.
  • Experience with water/wastewater planning, hydraulic modeling, GIS, and project management.
  • PE licensure in California or ability to obtain within 6 months.
  • 7+ years of related experience, including 2+ years in project management.
  • Strong communication, organizational, and client relationship skills.

Required:

  • Bachelor’s degree in a related field.
  • 7+ years of experience, with at least 2 years in project management.
  • Ability to interact effectively with teams and clients.
