Job summary

Responsibilities

  • Support scheduling and cost analysis for DOE EM FAR-based EVMS compliance.
  • Assist CAMs, PMs and field staff with data analysis, reporting, ETC development and variance analysis.
  • Develop and maintain integrated master schedules (IMS) with cross-functional integration.
  • Monitor resource-loaded schedules to ensure EVMS compliance and analyze critical paths.
  • Prepare budgets, forecasts, and life-cycle cost estimates; present analyses to senior management.
  • Support change proposals, baseline configuration management, and DOE change control processes.
  • Review change requests for completeness and impacts; conduct post-implementation reviews.

Job description

Spectra Tech has a great opportunity for a Planner/Scheduler/Estimators Level 4 in Los Alamos, NM.

Support scheduling and cost analysis for the execution and implementation of the Option periods of the LLC utilizing DOE EM FAR-based EVMS compliance requirements. Provide technical support and guidance to the Project Management and Project Controls (PC) staff. This position will support the CAM for infrastructure projects. These are not formal capital projects. You will help ensure that the CAMs EVMS data is accurate and they are following the approved Earned Value Management System Description.

Key Responsibilities:
  • Serve as a project controls resource for internal and external stakeholders.
  • Support Control Account Managers (CAMs), Project Managers (PMs), and field project controls staff through data analysis, specialized reporting, estimate-to-complete (ETC) development, variance analysis, reporting, risk, identification and analysis and quality reviews of contract-required reports.
  • Assist with project scoping for engineering, construction, remediation, and contractual requirements.
  • Develop, maintain, and control integrated master schedules (IMS), ensuring horizontal and vertical integration across functional groups.
  • Monitor and maintain resource-loaded schedules to ensure EVMS compliance.
  • Evaluate schedule logic, activity durations, resource loading, and critical path to support earned value analysis and status reporting.
  • Prepare, review, and control project budgets, forecasts, and life-cycle cost estimates.
  • Prepare and present project controls reports and analyses to senior management, including project cost and schedule performance.

Support cost estimating, cost engineering, material take-offs, and cost analysis in support of project execution, bids, change proposals, and REAs.

  • Support baseline change proposals, contract change order estimates, and supporting documentation.
  • Ensure adherence to EVMS processing calendars and required review cycles.
  • Support Baseline Configuration Management processes and participate in Internal Change Control Board (ICCB) and DOE change control meetings.
  • Review change requests for completeness, assess impacts, and conduct post-implementation reviews.

This position REQUIRES direct experience working on a DOE EM FAR-based Tier 1 level contract or other DOE experience within the past 24 months specifically performing the following:

  • Proven experience in project planning and scheduling.
  • Proficiency in using scheduling tools, particularly Primavera P6.
  • Strong understanding of engineering, procurement, and construction terminology and concepts.
  • Excellent analytical and problem‑solving skills.
  • Effective communication and interpersonal skills.
  • Familiarity with Earned Value Management Systems (EVMS) requirements.
